In 1485, Sultan Bayezid II issued a decree prohibiting the use of the printing press throughout the Ottoman Empire. The ban was framed in terms of religious purity — the sacred texts of Islam must not be subjected to the mechanical reproduction that might introduce error, corruption, or degradation into the word of God. The framing was sincere. The clerical authorities who advised the Sultan genuinely believed that the integrity of scripture required the human hand of the trained scribe, that the relationship between copyist and text was not merely functional but devotional, and that a machine interposed between the sacred word and its reproduction would constitute a form of desecration.
The framing was also strategic. The scribal class whose livelihood depended on the monopoly of textual reproduction stood to lose everything if the press proliferated. Their economic interest and their theological conviction were not experienced as separate phenomena. They believed the press was dangerous because their entire world — professional, spiritual, communal — was organized around the assumption that copying text was sacred labor. The belief and the interest had co-evolved over centuries of practice, and separating them would have required a form of self-scrutiny that no threatened class undertakes voluntarily.

Consider the senior software developer who argues that AI-generated code is inferior to hand-written code. The argument has merit. AI-generated code can lack architectural coherence, can solve proximate problems while creating distal ones, can substitute pattern recognition for genuine understanding of the domain. The quality argument is partly correct about the present. Consider the academic who argues that students using AI to write essays are cheating. The fairness argument has structural validity: the rules of academic assessment were built around the assumption that producing coherent prose was difficult, and changing the difficulty without changing the rules does feel unjust. But the argument is structurally identical to the margarine opponents' insistence that the cheaper product must be sold in unappetizing colors to distinguish it from the "real" thing. Both arguments defend a normative order organized around scarcity. Both lose their force when the scarcity dissolves.

In that same December 2017 interview — among his last public statements — he said something that reads now as prophetic: "Today machines can learn to perform certain functions faster than we retrain the affected workers. Physicians warned that the beverage caused impotence, nervous disorders, and moral degradation. Religious authorities declared it an intoxicant forbidden by Islamic law. Political leaders saw in the coffeehouses — those novel social spaces where men of different stations gathered to talk — an incubator of sedition. The Governor of Mecca banned coffee in 1511. The Ottoman Grand Vizier banned coffeehouses in 1633. In Europe, King Charles II of England attempted to suppress coffeehouses in 1675, concerned that they were breeding grounds for political dissent.
The objections were framed in terms of health, morality, and social order. The underlying driver, as Juma documented with characteristic precision, was economic displacement compounded by a threat to existing hierarchies. The tavern and wine industries stood to lose market share to a cheaper, more socially productive competitor. The political establishment stood to lose its monopoly on social gathering to spaces it could not easily surveil. The medical profession stood to gain regulatory authority by declaring the new substance dangerous. The coalition against coffee was heterogeneous — merchants, clerics, physicians, politicians — united not by a shared interest but by a shared perception of threat from different directions.
Juma's analytical framework reveals something more subtle than the standard narrative of progress overcoming ignorance. The physicians who warned about coffee were not fabricating evidence. The stimulant properties of caffeine do produce agitation in susceptible individuals. The coffeehouses where the beverage was consumed did produce behaviors that the established order found threatening — political discussion, social mixing across class lines, the dissemination of information outside official channels. The observers were describing real phenomena. Their error was in attributing these phenomena to the chemistry of the beverage rather than to the social transformation of which the beverage was merely the vehicle.
This analytical distinction — between identifying real effects and correctly attributing their cause — is the key that unlocks the contemporary AI discourse.
The developer who argues that AI-generated code is inferior is identifying real effects. AI output can lack the kind of architectural coherence that emerges from sustained human engagement with a codebase. It can produce solutions that solve the presenting problem while creating structural debt that only an experienced architect would recognize. These observations are accurate. The error is in attributing these deficiencies to the technology itself rather than to the conditions of its current deployment — the inexperience of its operators, the immaturity of the organizational practices surrounding its use, the absence of the review processes and quality frameworks that any new production method requires during its first years of adoption.
Juma called the discursive process through which innovation resistance operates the "framing battle" — a struggle to determine the terms in which the innovation will be understood, evaluated, and governed. His research identified two dominant frames that recur across every innovation transition in the historical record, and they map onto the AI discourse with unsettling precision.
The threat frame articulates opposition in terms of public values rather than private interests. It invokes a hierarchy that places the existing arrangement above the innovation on every dimension that matters: natural ice is purer than artificial cold, hand-written code is more reliable than machine-generated code, butter is more wholesome than margarine. The frame's power derives from selective accuracy — it identifies the dimensions on which the existing arrangement genuinely is superior and presents those dimensions as the only dimensions that matter. It projects catastrophe: the innovation will not merely degrade quality but destroy it, will not merely displace workers but annihilate their way of life. And the catastrophic projection serves both mobilization and legitimation — if the threat is existential, extreme measures of resistance are justified.
The progress frame articulates support in terms of universal values: efficiency, access, capability, democratization, the future. It invokes a hierarchy of time that places the innovation above the status quo by positioning resistance as nostalgia, as sentimentality, as an inability to see what is coming. And it treats the innovation's benefits as automatic while treating its costs as contingent — the benefits will arrive because the technology is superior; the costs will be managed because someone will figure it out. This asymmetry — certainty about benefits, vagueness about costs — provides the rationale for proceeding with adoption without building the institutional structures that the costs require.
Both frames capture a portion of the reality and conceal the rest. Both mobilize constituencies. And the contest between them — which Juma documented across centuries of evidence — determines not whether the innovation is adopted (innovations that deliver genuine value are always adopted eventually) but the institutional environment within which the adoption occurs.
The Orange Pill navigates this framing battle with more sophistication than most innovation advocacy, and this is one of the book's genuine contributions. It presents the progress frame — the exhilaration of the orange pill moment, the metrics of transformation — while simultaneously presenting the diagnostic frame: the acknowledgment of loss, the engagement with Byung-Chul Han's critique of smoothness, the recognition that something real disappears when friction is removed. But Juma's framework reveals something that the book's internal framing battle cannot fully see: the contest between frames is not a philosophical debate. When the progress frame dominates — as it currently does in the AI discourse, backed by some of the most powerful corporations in human history — the institutional response prioritizes acceleration: educational systems rush to integrate AI, regulatory bodies defer to innovator expertise, and the costs of the transition are characterized as temporary and self-correcting. When the threat frame dominates, the institutional response prioritizes caution to the point of paralysis, producing what Juma called the dampening effect — the systematic reduction in the rate of adoption caused by organized resistance.
Neither frame, left unchecked, produces adequate institutional outcomes. The progress frame produces rapid adoption without the structures that mitigate transition costs. The threat frame produces delay without the adaptation that the transition requires.
What Juma called "frame integration" — the capacity to hold both frames simultaneously, to proceed with adoption while investing in the safety nets and retraining programs the transition demands — is the institutional achievement that determines whether an innovation transition produces broadly shared prosperity or concentrated suffering. Frame integration requires institutional spaces where complexity is rewarded rather than punished: deliberative bodies that value nuance, policy processes that incorporate input from both innovators and displaced populations, cultural narratives that honor the difficulty of living through a transition rather than resolving that difficulty into triumphalism or despair.
The contemporary AI discourse is conspicuously deficient in such spaces. The discourse operates primarily through social media, where the algorithmic architecture rewards clarity and punishes ambivalence. The person who says "AI is magnificent" gets engagement. The person who says "AI is catastrophic" gets engagement. The person who says "I use AI every day and it has made my work better and also I feel a loss I cannot name" — the person The Orange Pill identifies as the "silent middle" — does not have a position the algorithm can amplify.
From Juma's perspective, the silent middle is not a residual category of people who have not yet made up their minds. It is the largest and most informationally valuable constituency in the transition. Its experience contains the most accurate representation of what the transition actually feels like, precisely because it resists the simplifications that the framing battle demands. The institutional challenge is to build spaces where this experience can be articulated, processed, and translated into the institutional designs the transition requires — before the framing battle resolves itself in a direction that serves neither the displaced nor the broader society that depends on getting the transition right.
The coffee bans did not prevent coffee from becoming the world's most consumed beverage. The margarine regulations did not prevent margarine from becoming a household staple. The resistance delayed adoption, increased costs, and extended the transition period without preventing the outcome. Juma's conclusion was not that resistance should be dismissed. His conclusion was that the energy currently consumed by the framing battle would be better invested in the institutional architecture that determines whether the innovation, once adopted, produces prosperity or suffering. The argument was not against resistance. It was against resistance as a substitute for governance.

These fears are not irrational. They are, in the precise sense of the term, diagnostic. They identify the dimensions of the transition that require institutional attention with a specificity that surveys, data dashboards, and academic studies cannot match, because the people who resist are the people closest to the costs.
Consider what the senior developer's quality argument actually tells an institution that is capable of listening. It tells you that AI-generated code requires a different form of evaluation than hand-written code. It tells you that the skills required to detect AI-characteristic errors — errors of coherence, of architectural judgment, of contextual appropriateness — are not the same skills that years of hand-coding developed. It tells you that the transition from hand-written to AI-assisted code requires a corresponding investment in evaluation capacity. It tells you, in short, exactly which institutional intervention is needed — not to stop the technology but to deploy it in conditions that produce quality outcomes rather than the degradation the developer fears.
Consider what the parent's worry actually communicates. The parent who lies awake wondering whether her child's homework still matters if a machine can do it in ten seconds is not expressing technophobia. She is reporting — from the closest possible vantage point — on the developmental function of difficulty in learning. Her worry tells you that cognitive development requires friction, that the sustained engagement with problems that resist easy solution is not merely a pedagogical tradition but a neurological necessity, and that a tool which removes this friction without replacing it with difficulty at a more appropriate cognitive level may undermine the developmental process it appears to serve.
The parent does not articulate this in the language of cognitive science. She articulates it in the language of fear. And the standard response of the innovation discourse — "Don't worry, your child will learn new skills" — discards the information the fear contains. The fear is telling you what to build: educational environments that use AI as a scaffold rather than a substitute, curricula that introduce difficulty at levels the tool does not reach, assessment practices that evaluate the quality of questioning rather than the quality of output. The fear is an institutional blueprint. The discourse treats it as an emotional problem.
This analytical recharacterization has consequences that extend far beyond the individual cases. Juma argued, with evidence drawn from every innovation transition he studied, that the failure to process resistance-as-information is the primary mechanism through which innovation transitions produce concentrated suffering rather than broadly shared prosperity. The institutional failures he documented were not failures of will or resources. They were failures of listening. The information about where to build the safety nets, how to design the retraining programs, which populations needed what kind of support — all of this information was encoded in the resistance, articulated by the people closest to the costs. And in every case, the information was discarded because the analytical framework through which the decision-makers processed the transition did not have categories for it.
Juma's concept for this structural deafness was the "adaptation gap" — the distance between what the institutional environment provides and what the transition requires. The adaptation gap is not merely a deficit of resources. It is a deficit of understanding. The vocabulary deficit is currently severe in the AI transition. The standard analytical frameworks available to institutional decision-makers — the frameworks of productivity measurement, labor market statistics, output quality assessment — can capture some dimensions of the transition. They can measure how much faster AI-augmented workers produce. They can count how many jobs are eliminated or created. They can compare the quality of AI-generated output to human-generated output along quantifiable dimensions. What they cannot capture are the dimensions Juma identified as most consequential: the degradation of tacit knowledge, the dissolution of professional community, the erosion of craft identity, the disruption of the developmental conditions under which expertise is formed.
These dimensions are invisible to the standard frameworks not because they are unimportant but because they are unmeasured. And they are unmeasured because the frameworks were not designed for the phenomena. The frameworks were designed for an economy in which the transition costs were primarily economic — job loss, income reduction — and the institutional responses were primarily economic — unemployment insurance, retraining subsidies. The AI transition produces costs that are economic but also professional, cognitive, and existential. The professional cost is the loss of the identity and community that skilled practice provides. The cognitive cost is the potential atrophy of capacities that the tool renders unnecessary to exercise. The existential cost is the disruption of the framework within which work makes sense as a human activity — the connection between effort and value, between difficulty and meaning, between struggle and understanding.
Each of these costs is encoded in the resistance. The developer who insists that hand-written code is better is communicating about the professional cost. The educator who insists that students must write their own essays is communicating about the cognitive cost. The philosopher who insists that the relationship between effort and output has intrinsic value is communicating about the existential cost. The standard innovation discourse dismisses all three as variants of the same error — resistance to progress, attachment to the old way, inability to adapt. Juma's framework identifies all three as variants of the same intelligence — information about what the transition threatens that is worth preserving, encoded in the language of fear because the language of policy does not yet have words for it.
This has immediate implications for who belongs in the room when institutions are being designed. The standard approach to institutional design for innovation transitions convenes technologists, economists, and policymakers — the people who understand the technology, the people who can model its economic effects, and the people who can implement the institutional response. Juma's framework insists that this convening is structurally incomplete. The people who must be in the room are the people who are closest to the costs — the displaced workers, the affected communities, the practitioners whose expertise the technology threatens — because they possess information that no other source can provide.
This is not a sentimental argument for inclusion. It is a functional argument for intelligence. The institutions that govern the AI transition will produce better outcomes if they incorporate the information that the resistance contains, and they can incorporate that information only if the resisters have sufficient presence and voice in the institutional contexts where decisions are made. The framework knitters of the English Midlands possessed a form of knowledge about the production process — tacit, embodied, resistant to formal articulation — that no economist, no parliamentarian, and no factory owner could replicate. Their knowledge was discarded because the policy process had no mechanism for receiving it. The institutional response was designed without it, and the result was decades of immiseration that the response was supposed to prevent.
The adaptation gap in the current AI transition is, by every available measure, the widest of any innovation transition Juma documented. The technology develops on a timeline of months. Educational systems operate on a timeline of years to decades. Regulatory systems operate on a timeline that varies from years to decades depending on jurisdiction. The gap between these timelines is measured not in percentage differences but in orders of magnitude. And in the growing gap, the transition costs concentrate on the populations that can least afford to bear them — precisely the populations whose fears contain the information the institutions need, and precisely the populations the institutional process is least equipped to hear.
Juma's final public statement on this subject, given in December 2017, was characteristically precise: "Even more important is the fact that uncertainty, which is a key trigger of public controversy, is only compounded by technological advancement and diversity." The uncertainty has compounded exactly as he predicted. The information encoded in the resistance has become more valuable exactly as his framework would suggest. The question is whether the institutional environment can be designed to process it — not after the transition has produced the suffering the resistance predicts, but now, while the information is still actionable and the architecture is still being drawn.

The word "incumbent" has become an insult in the technology discourse. To call someone an incumbent is to call them a dinosaur — a creature so adapted to conditions that no longer obtain that its very expertise has become a liability. The characterization produces a satisfying narrative: the nimble disruptors versus the lumbering establishment, the future versus the past, the people who get it versus the people who never will. The characterization is also analytically catastrophic, because it transforms a category of actors whose knowledge is indispensable into a category of obstacles whose views can be safely discarded.
Juma spent his career rehabilitating the concept of the incumbent, not by defending incumbents' conclusions but by insisting on the validity of their premises. I am a builder. Building is what I do, what I understand, what I celebrate. When I wrote The Orange Pill, my instinct was to make the argument at the level where I operate — the individual, the team, the organization. Develop judgment. Maintain discipline. Build the dams. The prescriptions are real. They matter. But Juma's framework reveals the structural limitation of every prescription addressed to individuals: individuals operate within institutional environments that determine whether the prescriptions are actionable.
The engineer in Trivandrum who developed judgment and taste and architectural vision during our training week went back to an institutional environment — an educational system, a labor market, a professional community, a national regulatory context — that had not changed at all. Her individual transformation was real. Its sustainability depends on structures she cannot build alone.
Juma saw the dimension I kept reaching toward without quite naming. When I wrote about the retraining gap, about the urgency of educational reform, about the inadequacy of institutional responses — I was describing symptoms. Juma diagnosed the disease: a structural mismatch between the speed of technological change and the speed of institutional adaptation that has persisted for six hundred years, that produces concentrated suffering in every generation that happens to stand at the beginning of a transition, and that is correctable through institutional design if — and only if — the design is undertaken with the urgency the compression demands.
The part of his analysis that cuts deepest is also the part I am least equipped to act on. I can build products. I can train teams. I can write books. I cannot build national educational systems. I cannot fund social safety nets. I cannot redesign regulatory frameworks. These are collective undertakings that require collective will, and the will must come from the recognition that the pattern Juma documented is running right now, at unprecedented speed, with the same structural features that produced suffering in every previous iteration.
But there is something I can do, and it is the thing Juma insisted on above all else: treat the fear as intelligence. Listen to the people who are afraid — the developers who see their expertise eroding, the parents who wonder what to tell their children, the educators who feel the ground shifting beneath curricula they spent decades building. Their fear is not noise. It is the most precise diagnostic available for where the institutional architecture is needed and what it must do.
I keep returning to something Juma said in his final interview, eleven days before his death: "The point here is not to oppose the technology but to find a new modus vivendi that reflects contemporary times." A new way of living together. Not imposed by the innovators. Not designed by the powerful for the powerless. Found — through the difficult, slow, essential work of including the affected in the design of the response.
The orange pill showed me what the technology can do. Juma showed me what the technology cannot do. It cannot build the institutions that determine whether its power produces prosperity or suffering. That work remains human. It remains political. It remains urgent.
And it remains, above all, a question of who gets to be in the room when the architecture is drawn.
