Presented to the French Legislative Assembly in April 1792, the Rapport et projet de décret sur l'organisation générale de l'instruction publique proposed primary schools in every commune, secondary schools in every district, institutes in every department, lycées in the major cities, and a National Society of Arts and Sciences coordinating research across the republic. Girls and boys would receive identical instruction. The curriculum would be grounded in the sciences and the methods of rational inquiry rather than religious doctrine or classical languages that marked aristocratic distinction. The Assembly received the plan politely and never implemented it. Within a year, Condorcet was a fugitive.
Condorcet distinguished instruction from education. Instruction is the transmission of knowledge — facts, methods, techniques. Education is the cultivation of the critical faculty, the capacity to evaluate claims independently, to question authority, to distinguish demonstration from assertion. Instruction without education produces individuals who possess facts but lack judgment — perfect subjects of the tyranny of credulity.
The language interface fulfills the instruction dimension of Condorcet's vision more completely than any technology in history. A student in Dhaka accesses the same explanatory capability as a student at MIT. The cost is negligible. The barrier of institutional affiliation has been partially dissolved. But the education dimension — the cultivation of the critical faculty — is not automatic. AI provides answers fluently. The capacity to evaluate those answers develops only through the kind of friction-rich struggle that the interface is designed to remove.
The educational system of the tenth epoch must be redesigned around the capacities AI demands but does not provide: the capacity for questioning, for probabilistic evaluation, for ethical reasoning, for self-knowledge, for sustained attention. These are not additions to Condorcet's vision. They are the same vision, adapted to conditions in which the content Condorcet sought to distribute is now universally available.
The pedagogical relationship is inverted by the interface. In Condorcet's model, the teacher was the primary repository of knowledge. In the current model, the teacher is freed from content transmission to do what no AI can do: create environments in which students practice evaluating claims, formulating questions, examining assumptions, sustaining attention in the face of difficulty. The teacher becomes a designer of intellectual experiences — a role harder, more demanding, and more important than the one it replaces.
Condorcet's educational thought developed across two decades of service to the Académie des Sciences and involvement in the Society of Thirty, the pre-revolutionary circle that included Mirabeau, Sieyès, and Lafayette.
The plan's specificity — number of schools, curricula at each tier, teacher selection procedures, evaluation mechanisms — reflected Condorcet's engineer's conviction that principles without institutional implementation are mere aspirations. The Assembly's failure to act haunts every subsequent generation that has failed to build the educational infrastructure the prevailing technology demands.
