The temporal extension of a community's cooperative commitments — how far into the future its members are willing to invest — and the specific capacity AI compresses by accelerating the pace of change.

Social capital has a temporal dimension as consequential as its structural one: the horizon of trust — how far into the future a community extends its cooperative commitments. A community with a short trust horizon cooperates for immediate gain. A community with a long trust horizon cooperates for outcomes that may not materialize for years, decades, or generations. The length of the horizon determines the community's capacity for sustained, complex, intergenerational projects — the kind that build educational systems, legal frameworks, and institutional infrastructure that long-term flourishing requires. High-trust societies have historically been long-horizon societies. The AI transition threatens to compress the trust horizon by shrinking the timeframe within which any investment can be expected to yield returns.

The historical pattern is clear. High-trust societies invested in projects whose returns would accrue to future generations. They built institutions designed to endure beyond their founders' lifetimes. They cultivated professional traditions that transmitted knowledge and standards across decades. The long horizon was both consequence and cause of high social capital: trust enabled long-term investment, and long-term investment generated the conditions for sustained trust. The compounding effect over generations produced the institutional infrastructure of modern industrial democracies.

The AI transition threatens to compress the trust horizon through several interacting mechanisms. The speed of technological change shrinks the timeframe within which any investment can be expected to yield returns. The skill learned this year may be obsolete next year. The organization built this decade may be irrelevant next decade. The institution founded this generation may be unnecessary by the next. When the future is this uncertain, the rational response is to discount it — to capture what you can now, because the cooperative commitments needed to realize long-term gains may be worthless before they mature.

The compression is rational. It is also socially catastrophic. The institutions, infrastructure, and social capital on which complex civilization depends are all long-term investments. They take decades to build and can collapse in months. They require the kind of patient, sustained cooperation possible only when the trust horizon extends far enough to justify the sacrifice. Consider what the AI transition itself requires: educational systems redesigned for an AI-augmented economy. Regulatory frameworks constructed to govern technology in the public interest. Professional communities reimagined for transformed practice. Each investment has a long time horizon. Each requires the trust that the future will reward the present's sacrifice. The compression of the horizon undermines each of these investments.

The paradox is acute. The AI transition simultaneously demands more long-horizon institutional investment and undermines the conditions for such investment. The governance gap widens. The institutional lag extends. And the remedy — deliberate institutional innovation at pace with technological change — requires precisely the extended trust horizon the transition is compressing. Breaking out of the cycle requires what Fukuyama calls "an act of faith": the belief that whatever the technological future holds, the capacity of human beings to trust each other, to work together, and to build institutions serving the common good will remain essential. Not faith in a specific outcome, but faith in the enduring relevance of cooperation itself.

It draws on economic concepts of time preference and discount rates but applies them to social rather than purely economic choice.
