They do not specify neurons, carbon, or any particular material. The postulates translate phenomenological requirements into requirements on cause-effect structure. But causal structure is abstract: it specifies what elements must do to each other, not what those elements are made of.

The position overlaps with functionalism in philosophy of mind but is not identical. Functionalism holds that mental states are defined by functional roles — what they do, what inputs they respond to, what outputs they produce.
