A society that cultivates the practice of genuine questioning — quasi-communicative collaboration rather than strategic extraction — is training citizens in the cognitive infrastructure democratic deliberation requires. The machine is not the partner. The machine is the occasion. The teaching happens in the human who learns to hold a question open long enough for understanding to arrive.
