These teams—staffed by committed researchers who take risks seriously—exist within organizations whose revenue depends on deploying the technology the safety team assesses. Their budgets are allocated by executives measured by deployment metrics. Their recommendations compete with product roadmaps for organizational attention. The safety team provides the appearance of responsibility while the structure ensures their capacity to alter trajectory is strictly limited. This is not corruption—it is the institutional performance of responsibility in contexts where the structural conditions for exercising responsibility are absent.
The speed asymmetry between AI development and risk assessment intensifies organized irresponsibility. By the time risks of a particular capability are understood, the capability has been deployed, adopted, integrated into workflows, and replaced by a newer version whose risks have not been assessed.
