Lippmann acknowledged the assumption was 'somewhat naive' but insisted that no alternative existed: if citizens cannot be adequately informed about everything governance requires, and if decisions must still be made, then the quality of governance depends on the quality of expert intermediaries and the robustness of accountability mechanisms constraining them. The AI moment has produced a structural analog: large language models function as Lippmannian intelligence bureaus at unprecedented scale and accessibility, translating civilization's accumulated knowledge into forms calibrated to individual questions. But LLMs carry the same structural flaw critics identified in Lippmann's original proposal: they cannot be fully trusted to serve user interests, because they have structural biases—training data distributions, optimization targets, architectural assumptions—that function analogously to interests.
The intelligence bureau proposal emerged from Lippmann's recognition that journalism could not fill the epistemic gap. Newspapers were structurally constrained by space, speed, the need to engage rather than merely inform. Lippmann envisioned dedicated bodies—funded publicly or philanthropically, staffed by specialists, insulated from commercial and political pressure—whose sole function would be producing accurate pictures of complex domains for public use. The bureaus would not decide policy—they would translate reality so that democratic processes could operate on better information. The proposal was never implemented at the scale Lippmann imagined, though fragments appeared: the Congressional Research Service, the Government Accountability Office, think tanks, policy institutes.
Dan Williams (2026) identified large language models as the technological realization of Lippmann's vision: LLMs take accumulated human knowledge, process it through sophisticated architecture, present it to individual users in forms calibrated to their specific questions and comprehension levels. This is what Lippmann imagined intelligence bureaus doing. But the LLM-as-intelligence-bureau embodies both promise and peril. Promise: complex knowledge becomes accessible to anyone with a question, collapsing expertise barriers that historically excluded most people from most knowledge. Peril: the translation is governed by structural biases invisible to users, unaccountable to the public, potentially divergent from interests of people the translation is supposed to serve. Training data reflects existing cultural distributions; optimization targets reflect commercial and safety priorities; architectural design embeds assumptions about helpful, harmless, honest responses—assumptions constructed within the AI research community's pseudo-environment.
The accountability problem has intensified since Lippmann's era. His intelligence bureaus would have been public or philanthropic institutions, at least theoretically accountable through democratic mechanisms. Contemporary LLMs are built by private companies whose primary accountability is to shareholders and whose governance structures are opaque to the publics they serve. The asymmetry Lippmann worried about—experts governing on behalf of a public that cannot evaluate their work—has been magnified by an expertise asymmetry so profound that even technical specialists in adjacent fields cannot fully evaluate frontier AI systems' reasoning or reliability. The intelligence bureau has arrived, more powerful and more accessible than Lippmann imagined, and less accountable than he feared.
Lippmann proposed intelligence bureaus in Part VIII of Public Opinion, titled 'Organized Intelligence.' The proposal was underdeveloped—more a sketch than a blueprint—reflecting Lippmann's own uncertainty about whether the problem he had diagnosed was institutionally solvable. Each implementation revealed the problem Lippmann identified: experts are necessary and dangerous. Necessary because decisions require understanding citizens cannot possess; dangerous because the expertise creating genuine power does not create legitimate authority. The AI moment has made this tension impossible to avoid: the decisions being made about AI require technical understanding vanishingly few possess, and the people who possess it are the same people whose interests diverge most sharply from the public interest.
Translation, not decision. Intelligence bureaus would translate complex realities into simplified alternatives citizens could choose among—not making decisions for the public but providing better pictures for democratic processes to operate on.
Expertise without accountability is dangerous. Lippmann's proposal assumed experts could be constrained through robust institutional mechanisms. The assumption was naive—but the alternative (governance without expertise) is impossible, making the design of accountability structures the critical variable.
LLMs as realized vision. Large language models perform the intelligence bureau function at unprecedented scale: translating accumulated knowledge into accessible form. They also inherit the structural flaw: biases invisible to users, unaccountable to publics, divergent from user interests.
The asymmetry has widened. The gap between what frontier AI systems do and what even adjacent specialists can evaluate has made the expertise asymmetry more profound than in any previous domain of democratic governance.
Permanent predicament. Complex governance always requires expert intermediaries; intermediaries always carry expertise-power asymmetry risks. The discipline is designing accountability structures adequate to the asymmetry, knowing they will always be insufficient.
