The base rate for academic book projects, for software development, for construction — whatever the relevant reference class — provides an estimate that is less satisfying but more accurate than the inside-view simulation. Tetlock extended this principle to geopolitical forecasting: before analyzing the specific features of Russia's relationship with Ukraine, ask what the base rate is for regional powers using military force against neighbors in the post-Cold War era.
The Existential Risk Persuasion Tournament revealed the inside-outside tension in its starkest form. AI domain experts weighted the inside view heavily: this technology has features — recursive self-improvement potential, generality, deployment speed — that make it unlike any previous technology. The historical base rate for technologies causing human extinction is zero, but the base rate may be uninformative if AI is genuinely unprecedented. Superforecasters weighted the outside view heavily: technologies have been predicted to cause catastrophe many times; the base rate for those predictions coming true is low; absent compelling evidence that this case is different, the prior probability should be anchored to the base rate. Both groups were reasoning; neither was obviously wrong. The divergence was not resolvable by more evidence, because the disagreement was about how to weight the evidence.
The AI builder's dilemma — whether to treat AI as continuous with previous technologies or as a genuine discontinuity — is precisely this inside-outside tension. The outside view suggests that predictions of revolutionary transformation are usually overconfident, that adoption takes longer than early enthusiasts expect, and that distributional harms are usually addressed through institutional adaptation. The inside view notes that AI's capabilities are arriving faster than any previous general-purpose technology, that the elimination of the coordination constraint is categorically different from previous productivity improvements, and that the recursive nature of the technology creates potential for nonlinear acceleration. The fox holds both views, assigns weights to each based on the evidence, and updates the weights as the situation develops. The hedgehog picks one and commits.
