The industrial revolution stressed the institutions governing labor and required new ones — labor unions, factory inspectorates, public education. The information revolution stressed the institutions governing communication, commerce, and privacy and required new regulatory frameworks. The AI transition produces a governance vacuum wider than any predecessor for a specific reason: AI challenges institutional authority at the structural level by disrupting the knowledge asymmetry on which professional and regulatory authority rests. The doctor's authority depended on medical knowledge her patient did not have. The lawyer's authority depended on legal expertise her client lacked. The regulator's authority depended on technical understanding the public did not share. AI compresses all three asymmetries simultaneously.
Institutional trust in liberal democracies has been grounded in the belief that the professional knows something you do not. When the patient describes her symptoms to Claude and receives a differential diagnosis comparable to what her doctor would provide, the asymmetry narrows. When the client describes her legal problem and receives analysis comparable to her lawyer's, the asymmetry narrows. The narrowing does not eliminate the professional's value — clinical judgment, strategic insight, architectural instinct remain valuable and often irreplaceable. But the narrowing challenges the basis on which institutional trust was constructed, forcing institutions to find new foundations for their authority.
Fukuyama was characteristically direct about the regulatory consequence: "In an area like AI, that's not going to work because the thing is moving so quickly. You're going to have to delegate more autonomy and discretionary power to the agency, otherwise they won't keep up." The observation identifies both the problem and its paradox. Effective AI regulation requires regulatory agencies with greater autonomy and discretionary power — precisely the kind of institutional authority that requires high public trust to be legitimate. The agencies need more power at the moment when the technology is eroding the knowledge asymmetry that sustained public confidence in institutional expertise.
The governance vacuum is not theoretical. It is the lived reality of the AI transition. Technology is deployed faster than institutions can adapt. Regulatory frameworks still being debated are already obsolete by the time they are enacted. Educational institutions preparing students for the AI economy teach curricula designed for the pre-AI economy. Professional bodies maintaining standards apply criteria designed for pre-AI practice. The gap between the technology and the institutions supposed to govern it is itself a source of institutional distrust. The public can see that the institutions are behind. The perception of institutional lag reinforces the perception of institutional incompetence, which further weakens institutional authority, which widens the gap. The cycle is self-reinforcing and accelerating.
The global dimension compounds the domestic challenge. "If we do it in Europe or the United States, we still have competition with China and other big countries," Fukuyama noted. "They might pull ahead, and we'll ask ourselves, are we self-limiting this critical technology that will then be developed by somebody else and used against us?" Effective AI governance requires international coordination — the kind that depends on high levels of institutional trust among nations. But international institutional trust has been declining in an era of great-power competition and the erosion of multilateral institutions. The AI arms race dynamic undermines the willingness to regulate even when the need is acknowledged. The collectively rational outcome — coordinated regulation distributing both benefits and restraints — requires the international institutional trust most depleted.
