AI has been presented as reversing the prescriptive turn—engineers controlling entire features end-to-end look like craftspeople. But Franklin's framework demands examining actual distribution of control within the process: when the worker specifies and the machine generates implementation she cannot fully evaluate, the appearance is holistic while the reality conceals prescriptive structure operating under a new name.
The holistic-prescriptive distinction emerged from Franklin's study of how industrialization reorganized craft work. The potter at her wheel possesses knowledge that lives in her hands—the feel of clay, the judgment of when the wall is thin enough, the aesthetic sense that cannot be specified in advance. Her skill, judgment, and aesthetic sensibility engage at every stage. No two vessels are identical because no two moments of engagement are identical. The assembly line worker, by contrast, pours slip into molds or trims excess material according to specifications determined by engineers she never meets. She does not control the process—she executes her assigned step. The product emerges from the prescribed sequence, designed for consistency and volume, optimized by people whose knowledge is codified in the process itself rather than residing in any individual worker's hands.
Franklin argued this distinction carries consequences beyond the workshop into the formation of character and citizenship. Prescriptive technologies train workers in compliance—the habit of following procedures without questioning their premises, of accepting designed processes as natural rather than contingent. A society organized around prescriptive technology is structurally a society where compliance is rewarded and autonomy restricted. The dominance of prescriptive technologies, she warned, discourages critical thinking and promotes what she called a 'culture of compliance'—accepting orthodoxy as normal, doing what the system asks without questioning whether the system is asking the right thing. Applied to AI-augmented cognitive work, the framework reveals an uncomfortable pattern. The engineer using natural language to build an entire feature from conception to deployment appears to practice holistic technology—controlling the process end-to-end, making judgments, determining outcomes without division of labor. But the appearance requires examination. When the engineer describes what she wants and the AI responds with implementation, she reviews the output functionally—does it work? does it meet specification?—but often cannot evaluate the process by which output was generated. She does not know why the AI chose this architecture rather than alternatives, this design pattern rather than others. She controls the specification; the machine controls the execution. And over time, as the machine's executions shape her expectations and constrain her design choices, the machine's influence extends backward from execution into specification itself.
The prescriptive dimension of AI extends to the structural level. When multiple workers use the same AI tools, trained on the same data, optimized for the same response patterns, their outputs converge. Different workers bring different questions and contexts, but the AI's contribution pushes toward central tendency—a mean of style, structure, and approach reflecting the model's training distribution rather than any individual's distinctive judgment. This convergence is the conformity prescriptive technology produces at scale. The assembly line produced standard products because the process was standardized; AI produces convergent cognitive outputs because the machine's contribution is standardized. As the machine's contribution grows relative to the individual's, variation narrows and the mean becomes more dominant.
