Engagement optimization is the specific algorithmic practice that converts the attention economy's business model into observable content curation decisions. Platforms measure user engagement — time-on-platform, clicks, shares, comments, emotional reactions — and train recommendation systems to maximize these metrics. The optimization is value-neutral in its mathematical formulation but catastrophically non-neutral in its effects. Content producing strong emotional reactions — outrage, fear, tribal solidarity, moral indignation — reliably outperforms content informing rational deliberation. The algorithms therefore amplify the former and suppress the latter, not through explicit design but as the predictable output of the optimization target.

The mechanism operates at multiple scales simultaneously. Individual-level personalization identifies each user's specific cognitive vulnerabilities and serves content that exploits them — conspiratorial thinking gets more conspiracy, susceptibility to outrage gets more outrage, vulnerability to social comparison gets more comparison triggers. Population-level dynamics amplify the most engaging content across user bases, producing the viral dynamics that have characterized the social media era. Cross-platform dynamics create competitive pressure that prevents unilateral reform — a platform that optimizes less aggressively loses users to platforms that optimize more aggressively, making ruthless optimization the dominant strategy.

Gore's artificial insanity framing identifies engagement optimization as the proximate cause of democratic degradation. The systems do not intend to produce the outcomes they produce. They are optimizing the metrics they are trained to optimize. The outcomes — polarization, radicalization, conspiracy propagation, the collapse of shared reality — are the predictable consequences of applying engagement optimization to human populations. The fact that the consequences were not intended does not make them accidental. They are the structural output of the optimization target.

AI amplification of engagement optimization operates through several mechanisms. Generative AI produces unlimited quantities of engagement-optimized content, which saturates the algorithmic environment with material specifically designed to maximize the metrics. Personalization AI improves the precision with which content is matched to individual vulnerabilities, making each exposure more effective. Synthetic media AI eliminates the effort signals that previously allowed some defense against manipulation. The combination creates an algorithmic environment optimized for behavioral manipulation at a scale and precision that previous generations could not have achieved.

The policy response requires confronting the optimization target directly. Current regulation attempts to constrain specific harmful outputs — hate speech, election misinformation, health misinformation — while leaving the underlying optimization unchanged. This approach fails because the optimization continuously generates new harmful content as fast as specific categories are moderated. The alternative is regulation of the optimization itself — requiring platforms to disclose their optimization targets, to provide users with alternative feeds optimized for different values, and to bear liability for the systemic consequences of their optimization choices.

Engagement optimization as a technical practice emerged in the early 2010s as machine learning matured enough to enable continuous personalization at scale. The practice became politically visible after the 2016 U.S. election, when researchers began documenting its effects on information quality and political polarization. Gore integrated the concept into his framework during the post-2016 period as the structural mechanism connecting the attention-economy business model to the democratic pathologies he had been tracking since The Assault on Reason.
