Corollary of Amplification

Toyama's uncomfortable addendum: problematic technology cannot be fixed with more technology. The underlying human forces must be changed through law, culture, and social norms — the investments the industry does not know how to make.

The corollary is the analytical hinge on which Toyama's critique of solutionism turns. If technology amplifies existing capacity, then adding more technology to a dysfunctional context amplifies the dysfunction. The response must therefore operate at the level of the forces being amplified: educational systems, institutional design, cultural norms, regulatory frameworks. These are the domains where the technology industry has no comparative advantage and in which it has shown remarkable reluctance to invest. The corollary is what transforms Toyama's law from a description into a prescription — and what makes the prescription so commercially inconvenient that it is routinely ignored even when the description is accepted.

The corollary encodes an intellectual discipline that the development literature learned the hard way. When an agricultural information kiosk failed, the default response was to add a monitoring system. When the monitoring system failed, add a reporting dashboard. Each layer was a technological response to the failure of the previous technological response, and each layer failed for the same reason: the human and institutional capacity to maintain the layer was absent. The corollary names this pattern and insists on its implication — that somewhere in the chain, a non-technological investment must be made, and the earlier it is made the less expensive the downstream failures will be.

Applied to AI, the corollary cuts against the dominant response to AI's risks, which has been to build more AI: AI safety tools, AI interpretability systems, AI governance frameworks implemented through AI-powered compliance software. Each of these may be valuable. None of them substitutes for the underlying human investments that determine whether the tools they govern produce flourishing or dysfunction. A corrupt institution with an AI compliance system is a corrupt institution with an AI compliance system. The compliance system amplifies the institution's existing relationship to compliance, which is the relationship that produced the corruption.

The corollary's scope extends beyond technology policy into the broader question of how societies respond to structural problems. Poverty is not solved by distributing smartphones to the poor. Educational inequality is not solved by distributing laptops to underserved schools. Health disparities are not solved by distributing telemedicine systems to communities without functioning primary care. In each case, the technology amplifies the existing system — and where the existing system produces inequity, the technology accelerates it. The non-technological investments — in teachers, clinics, social infrastructure — are the ones that determine whether the amplification produces improvement or not.

The corollary is the specific claim that AI governance discussions most often evade. A regulatory framework that governs what AI systems may do, without corresponding investment in the institutions that apply the framework, produces regulation on paper and amplification in practice. This is the enforcement problem that Douglass North identified in institutional economics: rules without the capacity to enforce them are suggestions, and the capacity to enforce them is itself a function of the institutional foundations the rules were supposed to build.

Origin

Toyama developed the corollary over years of watching the standard development response to failed technology deployments: add more technology. The pattern was so consistent that he named it as a principle. It appears in its mature form in his 2024 Divided We Fall essay on AI: 'The problem is less the amplifying technology, as the underlying human forces. Those forces must be changed through law, culture, and social norms.'

The corollary has deep roots in the critical technology studies tradition — Ivan Illich's Tools for Conviviality, Langdon Winner's 'Do Artifacts Have Politics?,' Evgeny Morozov's critique of solutionism — but Toyama derives it from empirical rather than philosophical argument, which gives it a distinctive authority in the development and technology-policy communities.

No technological solution to a human problem. The failure mode of a dysfunctional institution is not corrected by the tools the institution deploys; it is reproduced through them.

Law, culture, norms. The three domains where the underlying forces can actually be changed — and the three domains where the technology industry has the least expertise and the least commercial incentive to invest.

Regress of technological response. Adding technology to fix failed technology produces a recursive chain that ends where the original failure began: with the missing human capacity.

Enforcement as institutional function. Rules and frameworks operate through the institutions that apply them. Without investing in the institutions, the rules are amplified into empty compliance.

The commercial inconvenience. The corollary's prescriptions — invest in education, institutions, cultural norms — produce no revenue for the technology industry and no product for venture capital to fund, which helps explain why they are perpetually deferred.

Debates & Critiques

Critics argue that the corollary is too absolutist — that some technologies do transform the institutions they enter rather than merely amplifying them, and that the corollary underestimates the capacity of well-designed tools to shift institutional norms. Toyama's response: examine the cases carefully. The transformations typically attributed to technology turn out, on closer examination, to require parallel investments in the human and institutional capacity that the technology depended on. The technology was necessary but not sufficient. The sufficient condition was the non-technological investment the corollary names.
