The asymmetry of voice names the defining procedural injustice of the AI governance landscape. On one side of the deliberative table sit the technology companies — staffed with policy teams, armed with economic modeling, fluent in the language of innovation and competitiveness and national security that dominates governance discourse. On the other side sit the affected communities — fragmented, under-resourced, lacking institutional infrastructure for collective voice, and burdened with the double disadvantage of having lost the economic security that enables political participation at the precise moment when political participation has become most urgent. The asymmetry is structural, reproducing itself through ordinary institutional processes whose aggregate effect is to ensure that those most affected have the least say.
The 2024 U.S. Senate hearings on AI regulation illustrate the asymmetry with uncomfortable clarity. The witness list included CEOs of three major AI companies, two venture capitalists, a former national security advisor, a computer science professor, and a labor economist. It did not include a single displaced creative worker. The people making the decisions were not the people whose lives the decisions would most profoundly reshape. This was not a scandal; it was normal procedure. Committee chairs invite witnesses who speak the language of committee proceedings. The language is institutional, technical, and credentialed — precisely the capacities the displaced lack.
Young's framework identifies three structural barriers that produce the asymmetry. External exclusion is the straightforward denial of access to deliberative forums. Internal exclusion is subtler and more pervasive: formal presence without substantive voice, where affected parties are invited to speak but their contributions are not recognized as authoritative within the deliberative norms of the forum. Epistemic exclusion is the deepest: the frameworks within which the deliberation occurs are themselves products of the dominant perspective, rendering situated knowledge untranslatable without loss of meaning. The Orange Pill framework resonates through Young's analysis of voice asymmetry with unusual force. What the AI transition is amplifying, in the governance domain, is the pre-existing asymmetry. Communities that already had political power — the technology sector, the financial sector, the highly educated professional class — find their voice amplified by the very technology that is the subject of deliberation. They understand AI because they built it or invest in it or use it daily. They speak the language of the governance institutions because those institutions were designed by and for people like them. Their participation is structurally facilitated by every feature of the institutional landscape. Communities that lacked political power before the AI transition find their already-marginal voice further diminished.
The concept is the AI-specific application of Young's broader theory of communicative democracy and her critique of Habermasian deliberative norms. The particular form the asymmetry takes in AI governance — compounded by technical complexity, market-scale speed, and the global reach of the affected populations — has made it one of the sharpest contemporary illustrations of the structural exclusion Young spent her career diagnosing.
Power tracks voice, not need. Those with most at stake have least say; those with most power have most.
