The Technology Access Gap

The gap between those who have a tool and those who do not—the quantifiable, photogenic, subscription-solvable deficit that dominates the AI democratization discourse while obscuring the harder and more consequential institutional capacity gap it cannot close.
The technology access gap is the variable the technology industry knows how to measure and therefore the variable around which the democratization narrative is built. It has a number: the count of people with and without broadband, with and without devices, with and without a subscription to the relevant tool. It has a photograph: the child in a under-resourced classroom without a laptop. It has a solution: distribute devices, build networks, subsidize subscriptions, and the gap closes.
