The degenerated form of the creative minority — a leadership that maintains position through coercion, habit, and institutional inertia rather than through the generation of compelling responses. Toynbee's most reliable diagnostic of civilizational decline.
The dominant minority is what a creative minority becomes when it ceases to create. It still holds power, still controls institutions, still commands resources. But it no longer attracts voluntary imitation from the broader population, because it is no longer generating responses that are experienced as compelling. Its authority becomes coercive rather than charismatic, defensive rather than generative, institutional rather than creative. Toynbee traced this transition with the patience of a pathologist across every civilization he studied. It was never caused by external forces — the dominant minority is not overthrown from without but degenerates from within. And the degeneration is the most dangerous moment in any civilization's trajectory, because it is the moment when the institutions built by creative energy begin to consume the creative energy that built them.
