A sociotechnical system, in Hughes's precise formulation, consists of technical components (artifacts, processes, knowledge), organizational structures (firms, agencies, professional bodies), legislative artifacts (regulations, standards, contracts), scientific programs (research agendas, training curricula), natural resources (energy, materials, data), and human practices (skills, routines, cultural assumptions) that function as an integrated whole.
