Juma's term for the institutional mechanisms that make transition costs visible to decision-makers — structural remedies for the structural blindness of winners to losers.
Visibility structures are institutional arrangements that create direct, sustained connections between people who benefit from a transition and people who bear its costs, so the costs become as vivid, as personal, and as immediate as the benefits. They are not surveys or sentiment dashboards. They are relational mechanisms operating at the level of institutional design rather than individual virtue. The historical precedent is the labor inspection system developed in nineteenth-century Britain — inspectors sent into factories to observe and report conditions, creating the visibility that made the Factory Acts politically possible. The AI transition requires analogous structures adapted to a displacement that is cognitive, professional, and existential rather than physical.

The nineteenth-century factory inspection system was, in essence, a visibility structure. Before the inspectors, suffering was invisible: factory owners did not see it because their attention was oriented toward output rather than conditions, and the public did not see it because factories were closed environments whose internal reality was shielded from external observation. The inspectors created visibility, and the visibility created political conditions for the Factory Acts — institutional responses that eventually redistributed industrialization's costs from the workers who bore them to the broader society that benefited from production. The model generalizes: visibility precedes redistribution.

The AI transition's displacement does not occur in factories that can be inspected. It occurs in careers, in identities, in the relationship between a practitioner and her practice. Making it visible requires research institutions that systematically investigate the full range of transition experiences — not just productivity gains but professional losses, identity disruptions, cognitive effects. It requires organizational practices that create space for workers to articulate concerns without fear of being labeled resistant or incompetent. It requires policy processes that incorporate testimony from affected populations alongside the quantitative evidence the technocratic process privileges.

Environmental impact assessments are required before major construction projects proceed. Clinical trials are required before pharmaceutical products reach market. Food safety inspections are required before food products are sold. In each case, the mechanism was created because the costs of the activity were invisible to the people benefiting from it, and the invisibility was producing outcomes the broader society found intolerable. The AI transition produces structurally identical outcomes: concentrated costs invisible to diffuse beneficiaries. The institutional mechanism it requires is structurally identical: mandatory visibility, enforced by institutional design rather than dependent on individual virtue.

The alternative — relying on winners to notice losers voluntarily — has been tried in every innovation transition in history. It has never worked. Not because the winners are bad people. Because the structure of the transition makes losses invisible from the position the winners occupy, and structural blindness is not correctable by moral appeals. It is correctable only by structural intervention — the construction of visibility mechanisms that make costs as vivid, immediate, and consequential for institutional decision-making as benefits.

Juma adapted the concept from environmental and public health regulatory frameworks, where analogous invisibility problems had been addressed through mandatory disclosure mechanisms. His contribution was to generalize the approach to innovation transitions broadly.
