The Risk Budget

Aaron Wildavsky's framework, extended to the AI transition: every professional operates within an implicit allocation of how much uncertainty she can tolerate and where—and the AI transition disrupts existing budgets by relocating risk to unfamiliar territory without the professional's consent.
Every professional carries an invisible budget: an implicit allocation of how much uncertainty she is willing to tolerate and where. The surgeon accepts enormous risk in the operating room, where training and institutional support provide resources to manage it. The same surgeon accepts very little risk in financial investment, preferring index funds to volatile positions. The allocation is not arbitrary; it reflects accumulated experience of where competence is adequate to the uncertainty faced. And in most cases it is unconscious—built into the professional's sense of what she can handle and what she cannot, through years of practice, until the allocation feels not like a choice but like the shape of her working life. Wildavsky's framework for risk governance extended to the individual implies that the AI transition disrupts this allocation in the most disorienting possible way: not by increasing the total risk a professional faces, but by relocating it from familiar territory where she has
