He called it technological unemployment—unemployment due to our discovery of means of economising the use of labour outrunning the pace at which we can find new uses for it—and gave us the precise terms in which to ask whether the present moment is different from the many previous moments when the same fear was raised and refuted. He thought it a temporary phase of maladjustment; what he also thought, and what matters more, is that the long run in which the maladjustment resolves is cold comfort to the people living through it: in the long run, he noted in 1923, we are all dead, and economists who can only tell us the ocean will be flat again when the storm is past have set themselves too easy and too useless a task. Before he was an economist he was a philosopher of probability, and his 1921 Treatise on Probability drew the line that artificial intelligence is now testing: between calculable risk, where numbers can be assigned, and radical uncertainty, about which there is no scientific basis for any calculable probability whatever. Born in Cambridge in 1883 to an academic family—his father was the economist and logician John Neville Keynes—he was educated at Eton and King's College, Cambridge, where he read mathematics and philosophy before turning to economics. He joined the India Office in 1906 but returned to Cambridge almost immediately, and for the rest of his life he divided himself between economic theory, public service, and personal investment, making and losing large fortunes in the markets he theorized about. His first major book, the Treatise on Probability, appeared in 1921; his account of the economic consequences of the Versailles peace settlement, which warned with prophetic accuracy that the reparations imposed on Germany would breed catastrophe, had appeared in 1919 and made him briefly famous and lastingly controversial.
