Cognitive Governance

The question of what controls the direction of thought—answered differently at each stage of cognitive evolution and now newly urgent as AI systems claim increasing authority over the cognitive agenda.
Cognitive governance is the term this volume proposes for the structural question of what determines where attention goes, what problems are pursued, what questions are asked, and what counts as an adequate answer. Merlin Donald's framework reveals that this question has been answered differently at each stage of cognitive evolution. In episodic culture, governance was perceptual: the immediate environment controlled what the organism attended to through salience, novelty, and biological relevance. Donald's framework clarifies why this matters. Cognitive governance determines not just what is thought about but what forms of thought are possible. If the governance system systematically favors certain kinds of questions over others—answerable questions over open ones, specific queries over exploratory wondering, problems with immediate applications over long-term foundational inquiry—then the ecology of human thought begins to change shape. The questions that AI handles well proliferate; the questions that require sustained human attention without algorithmic assistance become rarer, not because they are less important but because the incentive structure has shifted against them.

The institutional response requires explicit governance design—the deliberate construction of structures that preserve human authority over the cognitive agenda even as AI capability expands. This means designing AI tools that present options rather than defaults, that require deliberate human choice at decision points, that surface uncertainty rather than concealing it in confident outputs. It means organizational policies that protect time for human-directed exploration separate from AI-augmented production. It means educational curricula that develop the capacity to formulate questions independently before introducing the tools that answer them. These are not technical constraints on AI capability. They are architectural choices about where cognitive authority resides.

Merlin Donald did not use the exact term 'cognitive governance,' but the concept is implicit throughout his analysis of how different cultural forms organize attention and memory. The framework becomes explicit in A Mind So Rare (2001), where Donald discusses the 'executive brain' and the cultural construction of self-regulation. The extension to AI-era concerns is this volume's contribution, drawing on Donald's evolutionary framework to address questions he did not live to see in their current urgency.

The governance question has been central to the philosophy of technology since Winner's 'Do Artifacts Have Politics?' (1980) and Lessig's 'Code Is Law' (1999). What Donald's framework adds is the recognition that cognitive governance operates at multiple layers simultaneously, and that governance arrangements appropriate for one layer may be inadequate or harmful for others.
