It requires a regular, disciplined review of every product, process, practice, and policy in the organization, guided by a single question: If we were not already doing this, knowing what we now know, would we start it today? If the answer is no, the activity should be stopped — not improved, not reorganized, not subjected to a process improvement initiative that preserves the fundamental activity while consuming additional resources. The resources it consumes should be freed for activities that would pass the test.
