The Transition
Deliberation Committee is Fung's institutional proposal for
empowered participatory governance at the organizational level. It would operate as a standing body within organizations deploying AI systems, composed of workers from affected departments, management representatives, technical specialists, and where applicable union representatives. The Committee would exercise formal governance authority over specified AI deployment decisions — not advisory input, but binding authority over pace of implementation, design of training and support, definition of quality standards, and allocation of productivity gains. The design adapts precedents from European works councils, German codetermination, and Scandinavian tripartite governance, with the specific addition of experiential deliberation — structured opportunities for committee members to work directly with the AI systems whose deployment they govern.
