Counterfoil Research

Illich's proposed institutional early-warning system—inquiry designed to detect the incipient stages of murderous logic in a tool before the counterproductive threshold is crossed, and to devise tool-systems that optimize the balance of life.
Counterfoil research is Illich's most underappreciated proposal, and perhaps the most urgently needed framework for governing AI in the present moment. He described it as having a dual mandate: "to provide guidelines for detecting the incipient stages of murderous logic in a tool; and to devise tools and tool-systems that optimize the balance of life, thereby maximizing liberty for all." The word murderous was not hyperbolic in Illich's usage. He meant it structurally: the logic by which a tool, having crossed its threshold, begins systematically to destroy the capacity it was designed to enhance. The destruction is not intentional. It is structural. And it is, by the time it becomes visible, far advanced.
