The layer I kept ignoring was the one holding everything up.
I don't mean that metaphorically. I mean it the way an engineer means it when she realizes the foundation she never thinks about is the only reason the building stands. For months after taking the orange pill, I was obsessed with speed. The twenty-fold multiplier. The thirty-day sprint. The collapsing distance between imagination and artifact. I celebrated the fast layers — the new models, the new capabilities, the new things my team could suddenly build — because the fast layers are where the excitement lives. They are where I live.
Stewart Brand drew a diagram in 1999 that should have stopped me cold. Six layers. Fashion on top, nature on the bottom. The fast layers innovate. The slow layers stabilize. The health of the whole depends on the relationship between them.
I had seen the diagram before. I thought I understood it. I did not.
What I missed — what Brand's framework forced me to confront — is that the AI revolution is not a single event moving at a single speed. It is a cascade. A perturbation enters at the fashion layer, where models improve weekly. It hits the commerce layer, where a trillion dollars of software value evaporated in eight weeks. It strains infrastructure, where data centers are consuming electricity faster than grids can supply it. It reaches governance, where regulators are writing rules for capabilities that were superseded before the ink dried. And it has barely touched culture — the layer where parents try to answer their children's questions about what work means, what learning is for, what they are for.
The gap between those speeds is where people fall. The Luddites fell into it. A generation of kids raised on unregulated social media fell into it. And right now, millions of workers, students, and parents are standing at the edge of the same gap, watching the fast layers accelerate while the slow layers haven't moved.
Brand's thinking gave me a vocabulary for something I had been feeling without naming: the vertigo of the orange pill is not about speed. It is about misalignment. The fast layers are doing what fast layers do. The slow layers are doing what slow layers do. And the distance between them is where the damage happens — or where the dams get built.
This book applies Brand's patterns of thought to the AI moment with the seriousness they demand. Not as metaphor. As diagnostic instrument. Because the question that matters most right now is not how fast the technology moves. It is whether the institutions beneath it can hold the weight.

Stewart Brand (1938–) is an American writer, environmentalist, futurist, and cultural organizer whose work has shaped how multiple generations think about technology, ecology, and long-term responsibility. Born in Rockford, Illinois, and educated in biology at Stanford, Brand served as a U.S. Army officer before becoming a central figure in the counterculture of the 1960s. In 1968 he founded the *Whole Earth Catalog*, a compendium of tools, books, and ideas for self-sufficient living that Steve Jobs famously called "Google in paperback form, 35 years before Google came along." Brand went on to co-found the WELL, one of the earliest online communities; the Global Business Network, a scenario-planning consultancy; and the Long Now Foundation, which is building a mechanical clock designed to tick for ten thousand years. In 1999, Stewart Brand published a diagram that looked too simple to be useful. Six nested layers, each labeled with a single word: fashion, commerce, infrastructure, governance, culture, nature. The fast layers sat on top. The slow layers sat on the bottom. An arrow indicated that the fast layers innovate and the slow layers stabilize. The whole thing fit on a napkin.
Twenty-six years later, that napkin diagram has become arguably the most cited framework for understanding why artificial intelligence feels different from every previous technological disruption. Not because AI is faster — though it is — but because it is fast in a way that violates the structural relationships Brand's model describes. The pace layers are out of alignment. The system is under stress at every joint. And the stress is not the kind that resolves through the normal mechanisms of absorption and adaptation that have kept civilizations coherent for millennia.
Brand's framework, first articulated in The Clock of the Long Now and later formalized in a 2018 essay for the MIT Journal of Design and Science, rests on a deceptively simple observation: different parts of a civilization change at different speeds, and the health of the whole depends on the relationship between those speeds. "Fast learns, slow remembers," Brand wrote. "Fast proposes, slow disposes. Fast is discontinuous, slow is continuous. Fast and small instructs slow and big by accrued innovation and by occasional revolution. Slow and big controls small and fast by constraint and constancy. Fast gets all our attention, slow has all the power."
The genius of the model is not in any single layer but in the interaction between them. Fashion — the fastest layer — experiments constantly, discarding most of what it tries. Commerce absorbs the successful experiments and scales them. Infrastructure absorbs what commerce has validated and embeds it in physical and institutional systems that persist for decades. Governance absorbs what infrastructure has made real and codifies it into law and regulation. Culture absorbs what governance has normalized and weaves it into the deep fabric of shared meaning: what people believe about work, family, creativity, identity, purpose. Nature — the slowest layer — operates on timescales that make all of the above look like noise.
The system works because each layer constrains and enables the others. Fashion cannot build anything permanent; it needs commerce to scale its experiments. Commerce cannot operate without infrastructure; it needs roads, wires, supply chains, institutions. Infrastructure cannot function without governance; it needs legal frameworks, property rights, regulatory certainty. Governance cannot sustain itself without culture; it needs shared beliefs about legitimacy, fairness, the common good. And culture cannot exist without nature; it needs a planet that supports life.
When the layers maintain their proper relationship — fast innovating, slow stabilizing, each one absorbing and constraining the one above it — the system displays what Brand calls "robust adaptability." It can absorb shocks. It can integrate novelty. It can change without breaking.
The question Brand's framework forces is not whether AI is moving fast. Everything about AI is obviously moving fast. The question is whether the layers below it are absorbing the speed at rates that maintain structural coherence. The evidence from 2025 and 2026 suggests they are not.
Consider each layer in turn, mapped against the AI moment.
At the fashion layer, AI capability changes not monthly but weekly. The interval between GPT-4 and Claude 3.5 Sonnet and Gemini Ultra and whatever arrives next has compressed to the point where practitioners cannot finish evaluating one model before the next one renders the evaluation moot. Developer tools that were state-of-the-art in October are legacy by February. The discourse cycles — hype, backlash, recalibration — that used to unfold over years now complete in weeks. A Google principal engineer posts about Claude Code producing a working prototype from three paragraphs of plain English, and within seventy-two hours the observation has been celebrated, contested, memed, and forgotten, replaced by the next demonstration of capability that makes the previous one look quaint.
This is fashion-layer speed. It is normal for fashion to move this fast. What is not normal is for a fashion-layer phenomenon to carry consequences that reach the slowest layers of the system.
At the commerce layer, the consequences arrived with the force of a correction the markets had been dreading but could not time. In the first eight weeks of 2026, a trillion dollars of market value evaporated from software companies. Workday fell thirty-five percent. Adobe lost a quarter of its value. Salesforce dropped twenty-five percent. The SaaS valuation index, which had peaked at 18.5 times revenue during the COVID bubble, compressed toward levels that suggested the market had fundamentally repriced the value of code as a product. This was not a fashion-layer fluctuation. This was commerce absorbing a structural change in what software is worth when anyone can describe what they want and receive working software in hours. The Death Cross — the point where AI market value overtakes SaaS in aggregate — was projected for 2027, and every quarter it arrived a little sooner than the models predicted.
Commerce-layer absorption is painful but manageable. Companies reprice. Business models evolve. Workers retrain. The system has mechanisms for this kind of adjustment, and while those mechanisms are never as fast or as fair as the optimists promise, they function. The deeper problem is what happens below commerce.
At the infrastructure layer, the AI moment is producing demands that the existing physical and institutional substrate cannot meet. Data centers consume electricity at rates that are straining regional grids. Chip fabrication bottlenecks concentrate production in a handful of facilities, mostly in Taiwan, creating geopolitical vulnerabilities that would have been unthinkable a decade ago. The energy cost of inference at scale — the computational work required to run these models in production, serving billions of queries — is a nature-layer problem being generated at fashion-layer speed. Infrastructure changes over decades. The AI moment is demanding infrastructure changes over quarters. The mismatch is not abstract. It is measurable in megawatts, in chip shortages, in the physical strain on systems that were built for a world that no longer exists.
At the governance layer, the gap between capability and regulation has widened to the point of near-incoherence. The EU AI Act, the most comprehensive regulatory framework to date, addresses categories of risk that were defined before the December 2025 threshold — before the tools crossed the line from assistance to partnership, before a single developer with a subscription could produce in a weekend what a team of ten had required a year to build. American executive orders on AI safety were drafted in a policy environment that assumed incremental improvement, not phase transitions. The governance layer is responding to the AI of 2023 while the fashion layer has already moved to the AI of 2026. The lag is not a failure of political will, though political will is certainly insufficient. It is a structural feature of the pace layer system: governance moves at governance speed, and governance speed is measured in years, not months.
At the culture layer, the change has barely begun. Culture is where people hold their deepest beliefs about work, creativity, identity, and purpose. Culture is where a twelve-year-old asks "What am I for?" and expects an answer that makes sense. Culture is where a senior engineer feels grief at the commoditization of expertise he spent decades building, and where that grief is either honored or dismissed. Culture is where parents lie awake wondering whether the world they are leaving their children will allow those children to flourish. Culture changes over generations. The AI moment is producing culture-layer questions at fashion-layer speed, and the culture has no mechanism for answering questions that fast. The answers it produces under pressure — techno-utopianism, techno-despair, conspiracy, denial — are fashion-layer responses to culture-layer problems, and they are about as durable as fashion-layer responses usually are.
Nature, the slowest layer, has not yet registered the AI moment in any meaningful way. But the energy demands of inference at scale, the material requirements of chip fabrication, the ecological footprint of the data center buildout — these are nature-layer costs being incurred at fashion-layer speed, and nature does not negotiate. Nature does not reprice. Nature does not pivot. Nature absorbs what civilization does to it, slowly, and then responds on its own timescale, which is to say on a timescale that makes quarterly earnings reports look like the flicker of a mayfly's wing.
The Sketchplanations analysis of Brand's framework, applied specifically to AI, captures the diagnostic power of this layered view: "AI can feel like it's changing every day, yet its deepest consequences will play out over decades and centuries." The observation sounds banal until one sits with the implication: the things that feel most urgent — the latest model release, the latest stock correction, the latest viral demonstration of capability — are the things that matter least on the timescale where consequences accumulate. And the things that matter most — how the culture absorbs the redefinition of work, how governance structures the distribution of gains, how infrastructure accommodates the energy demands, how nature responds to the material footprint — are the things receiving the least attention, because they move too slowly to generate clicks.
Brand's collaborator Kevin Kelly, in a 2025 essay called "Epizone AI," pushed the pace layer analysis further. Kelly argued that AI's impact has been shallow precisely because it has operated mainly at the fashion and commerce layers — disrupting attention, generating hype cycles, producing impressive demonstrations — without yet penetrating the deeper layers where lasting change takes root. "Despite some unexpected abilities," Kelly wrote, "AI so far has not penetrated very deep into society. By 2025 it has disrupted our collective attention, but it has not disrupted our economy, or jobs, or our daily lives." Kelly's argument was that AI would not produce deep civilizational change until it developed something analogous to culture — an embedded ecosystem of practices, norms, and institutions that operate outside the code stack.
Whether Kelly's specific prediction holds is less important than the diagnostic it offers. The pace layer model reveals that the AI moment is not a single event but a cascade — a perturbation that enters at the fastest layer and propagates downward through layers that move at progressively slower speeds. The perturbation has reached commerce. It is straining infrastructure. It has barely touched governance. It has not yet reached culture in any deep sense. And nature has not been consulted.
The vertigo that so many people report — the sensation of the ground moving under their feet while the view simultaneously gets better — is the felt experience of living inside a system where the layers have lost their proper relationship. The fast is moving so far ahead of the slow that the human nervous system, which evolved to operate within a pace-layer system where the layers maintained rough coherence, cannot find stable ground.
Brand's framework does not prescribe a solution. It prescribes a diagnosis. And the diagnosis is structural: the problem is not that AI is fast, or that governance is slow, or that culture is glacial. The problem is the relationship between these speeds. When the relationship holds, the system absorbs shocks. When it breaks, the system destabilizes.
The relationship is breaking. Not catastrophically, not yet. But the strain is visible at every joint, and the joints that matter most — governance, culture, the deep institutional infrastructure that translates innovation into broadly distributed benefit — are the ones absorbing the least attention, because they operate at speeds the discourse cannot track.
The pace layers are under stress. The question is not whether the stress is real. It is whether the structures that maintain coherence between the layers can be strengthened in time — before the cascade reaches the deepest layers, where the consequences are measured not in quarters but in centuries, and where the system's capacity for self-repair is slowest and most consequential.
Brand drew that diagram on a napkin. The napkin now describes the architecture of a crisis that no single actor can resolve, because the crisis is distributed across layers that operate at fundamentally different speeds. The clock ticks at one speed. The algorithm optimizes at another. And the civilization that contains both is trying to hold itself together across a gap that widens with every model release, every stock correction, every sleepless night of a parent who does not know what to tell her children about the world they are inheriting.
Inside a mountain in western Texas, a clock is being built to tick for ten thousand years. The project belongs to the Long Now Foundation, co-founded by Stewart Brand in 1996. The clock is mechanical, powered by thermal cycles, designed to require no electricity and minimal human intervention. It will chime differently each day for ten millennia. It will outlast every nation currently on the map, every company currently traded on any exchange, every language currently spoken in its present form. It is, by any reasonable accounting, an absurd project — an enormous investment of engineering talent and financial resources in an object whose primary function is to make people feel uncomfortable about the shortness of their attention spans.
That is exactly the point.
Brand has argued for decades that the most dangerous feature of modern civilization is not any particular technology or ideology but the contraction of temporal horizons. Humans once built cathedrals that took generations to complete, planted forests they would never see mature, wrote constitutions designed to outlast the lifetimes of their authors. The culture rewarded long-term thinking because the culture understood, at a visceral level, that some things matter on timescales longer than a career, a business cycle, or an election.
That understanding has eroded. The quarterly earnings report, the news cycle, the algorithmic feed — each one compresses the temporal horizon a little further, until the functional planning window for most organizations, most governments, and most individuals has shrunk to months or weeks. The clock is Brand's physical counterargument. It does not do anything useful, in the conventional sense of useful. It simply persists, marking time at a pace that makes the urgency of the present feel appropriately small.
The AI moment demands the clock's perspective more than any previous technological transition, because the discourse around AI is almost entirely trapped in the fastest pace layers. The conversation is about this quarter's model release, this year's stock correction, this election cycle's regulatory proposal. The conversation is not about what AI means on the timescale where its consequences actually accumulate — the timescale of culture, of institutional evolution, of the slow reshaping of what humans believe about work, creativity, knowledge, and purpose.
From the perspective of the clock, the specific technologies of 2025 are archaeological curiosities waiting to happen. The large language models that currently dominate the discourse will be as quaint to people a century from now as the ENIAC is to contemporary computer scientists — interesting as historical artifacts, incomprehensible as sources of anxiety. The specific companies, the specific stock prices, the specific regulatory battles, the specific demonstrations of capability that generate millions of views and thousands of hot takes — all of this will be forgotten, the way the specific controversies around the printing press in 1470 have been forgotten, though the consequences of the printing press are still with us, still shaping what literacy means, what knowledge looks like, how authority is constructed and contested.
What endures is not the technology. What endures is the cultural response to the technology — the institutions that were built or not built, the norms that were established or abandoned, the wisdom that was preserved or lost, the distribution of gains that was negotiated or defaulted into.
This is not optimism. It is not pessimism. It is the historical record, examined at a timescale long enough to see the pattern.
The printing press endures not as a machine but as a transformation in the relationship between individuals and knowledge. The specific presses, the specific typefaces, the specific commercial arrangements between printers and booksellers — these are the province of historians. What endures is the cultural infrastructure that the press made possible and that humans chose to build around it: universities, libraries, peer review, journalism, the entire institutional ecosystem that converts raw information abundance into structured knowledge. That ecosystem was not inevitable. It was built, over centuries, by people who recognized that a powerful technology required powerful institutions to channel its effects toward human benefit.
The same pattern holds for every major technological transition. The steam engine endures not as a machine but as the industrial revolution it catalyzed and the labor institutions, the legal frameworks, the educational systems, the cultural redefinition of work that emerged in response. Electricity endures not as a phenomenon but as the restructuring of daily life it produced and the building codes, safety standards, utility regulations, and urban planning principles that channeled its power into livable environments. The internet endures not as a network protocol but as the transformation of human communication it enabled and the platform governance, content moderation, privacy frameworks, and digital literacy efforts that — imperfectly, inadequately, but meaningfully — attempt to prevent the network from consuming the society it was supposed to serve.
In each case, the technology itself became invisible. It receded into infrastructure, into the background hum of civilization, unremarkable because it was everywhere. What remained visible, what continued to matter, what determined whether the technology's net effect was expansion or contraction, was the human response — the dams, to borrow the metaphor that runs through Edo Segal's The Orange Pill, the structures that redirected the flow of capability toward life rather than away from it.
The long now of artificial intelligence, then, is not about the models. It is about the institutions. It is about whether the current generation builds governance frameworks adequate to the power of the technology, or whether it defaults into the same pattern that has characterized most previous transitions: the gains captured by a narrow elite, the costs distributed broadly, the institutional response arriving a generation too late to prevent the damage it was designed to prevent.
Daron Acemoglu and Simon Johnson, in Power and Progress, documented this pattern with precision across a thousand years of technological change. The default outcome of transformative technology is not broadly distributed benefit. The default outcome is concentration — of wealth, of power, of the capacity to shape the terms on which the technology is deployed. Broadly distributed benefit is the exception, not the rule, and it occurs only when institutional counterpressures — labor movements, regulatory frameworks, educational systems, cultural norms that insist on fairness as a value — are strong enough to redirect the gains.
From the clock's perspective, the question of 2026 is not whether Claude Code can produce a working prototype from a three-paragraph description. Of course it can. The question is whether the institutions that determine who benefits from that capability are being built with the same ingenuity and urgency as the capability itself. The answer, currently, is no. The capability is moving at fashion-layer speed. The institutions are moving at governance-layer speed, at best, and at culture-layer speed more typically. The gap is the story. The gap is what the clock measures.
Brand's Long Now Foundation has, in recent years, turned its attention explicitly to AI. The foundation's seminar series, hosted by Brand himself, has featured talks from Blaise Agüera y Arcas, a vice president and fellow at Google who leads the Paradigms of Intelligence research group, exploring the foundations of neural computing, active inference, and artificial life. Other seminars have examined the concept of "neural media," the strange cultural landscape produced by AI-generated content at scale — what one speaker described as "vast quantities of AI slop" that might also, paradoxically, "unlock for us new and deeper ways of understanding ourselves."
These seminars operate at the culture layer. They are not about this quarter's model release. They are about what kind of civilization AI is producing, and what kind of civilization humans are choosing to build in response. The distinction matters because it determines the timescale on which the analysis operates, and the timescale determines what counts as important.
At fashion-layer speed, the important thing is the latest benchmark. At commerce-layer speed, the important thing is the market correction. At infrastructure-layer speed, the important thing is the data center buildout and the chip supply chain. At governance-layer speed, the important thing is the regulatory framework. At culture-layer speed, the important thing is the redefinition of work, creativity, knowledge, and human purpose.
At clock speed — at long-now speed — the important thing is the question Brand has been asking for thirty years: What are you building that your descendants will thank you for?
The uncomfortable answer is that most of what is being built in 2026 will not survive the decade, let alone the century. The models will be replaced. The companies will merge, split, fail, or transform beyond recognition. The stock prices will be historical footnotes. The regulatory frameworks will be superseded. Even the cultural anxieties — "Will AI take my job? Will my children be obsolete? What am I for?" — will evolve into questions as different from their current form as contemporary concerns about literacy are from the anxieties that surrounded the printing press.
What will survive is the institutional infrastructure. The educational systems that either adapted to teach questioning over answering, or failed to adapt and produced a generation unable to direct the tools they inherited. The governance frameworks that either distributed the gains broadly, or failed to distribute them and produced concentrations of power that destabilized the political order. The cultural norms that either preserved the capacity for depth, reflection, and genuine human connection, or surrendered those capacities to the smooth efficiency of optimization without purpose.
The clock does not care which outcome obtains. It will tick regardless. The mountain will hold it regardless. The chimes will sound, differently each day, for ten thousand years, whether the civilization that built it flourishes or collapses or transforms into something unrecognizable.
The indifference of the clock is its gift. It does not reassure. It does not warn. It simply marks time, inviting the humans who encounter it to consider what they are doing with theirs.
Brand understood, when he conceived the project, that the clock's value was not practical but perspectival. It is a tool for seeing — for expanding the temporal aperture through which humans evaluate their own decisions. A decision that looks rational on a quarterly timescale can look catastrophic on a generational one. A decision that looks costly on an annual timescale can look essential on a civilizational one. The clock does not tell you which decisions are right. It tells you that the timescale on which you evaluate the decision determines the answer you get, and that most people are evaluating on timescales that are far too short.
In 2026, the builders of AI systems are making decisions whose consequences will outlast their careers, their companies, their lifetimes. The models they train, the norms they establish, the access they grant or withhold, the institutional frameworks they build or neglect — these are not quarterly decisions. They are civilizational decisions, and the civilizational timescale is the only one on which they can be honestly evaluated.
The clock ticks. The algorithm optimizes. The gap between them is where the future is being decided, mostly by people who are not thinking about the clock at all.
In 1968, Stewart Brand published the first edition of the Whole Earth Catalog. The cover featured a photograph of Earth taken from space — the famous "Blue Marble" image that Brand himself had campaigned NASA to release, on the theory that seeing the planet whole would change how people thought about it. Inside was something that looked less like a magazine and more like a curated index of everything a person might need to build a life outside institutional control: tools, books, maps, seeds, building materials, ideas. The catalog's statement of purpose was four sentences long, and the first one read: "We are as gods and might as well get good at it."
The premise was radical for 1968 and remains radical now: individuals, given access to the right tools and the right information, can shape their own environment without waiting for institutional permission. The catalog did not manufacture the tools it listed. It did not provide the skills needed to use them. It provided access — the knowledge of what existed, where to find it, and what other people had done with it. The rest was up to the reader.
Steve Jobs called the Whole Earth Catalog "Google in paperback form, 35 years before Google came along." The comparison is apt but incomplete. Google organizes information. The catalog curated capability. The distinction matters because curation implies judgment — a human mind deciding what is worth including, what serves the user, what meets a standard of quality and usefulness. Brand was not an algorithm. He was an editor, and the editorial voice of the catalog — practical, enthusiastic, heterodox, impatient with ideology and delighted by ingenuity — was inseparable from its value.
The AI language interface is the most powerful access-to-tools development since the catalog itself. It is also the most complex test of the catalog's founding premise.
The premise holds in a specific and measurable way. Before December 2025, building a software product required either a team or years of training in multiple programming languages, frameworks, and deployment systems. The imagination-to-artifact ratio — the distance between a human idea and its realization — was vast for anyone who lacked technical training or institutional backing. A person in Lagos or Dhaka or rural Appalachia might have possessed the idea, the intelligence, and the determination to build something useful, and they would have been stopped by the translation barrier: the gap between what they could describe in plain language and what a machine could execute.
That barrier fell in the winter of 2025. Not gradually. Categorically.
The natural language interface meant that a person with an idea and the ability to describe it in conversation could produce a working prototype in hours. Not a mockup. Not a wireframe. A working thing, with code that compiled and interfaces that responded and logic that held up under testing. The developer population worldwide had crossed forty-seven million, and the fastest growth was in Africa, South Asia, and Latin America — precisely the regions where the gap between imagination and artifact had historically been widest, where brilliant ideas had routinely died for lack of the infrastructure to realize them.
Brand's catalog addressed a version of this problem in 1968. The homesteader in New Mexico needed a tool but did not know it existed. The catalog told her it existed, told her where to buy it, told her what other homesteaders had reported about using it. The information closed the gap between need and capability.
The AI interface addresses the same structural problem at a different scale. The developer in Lagos does not need to know that a particular JavaScript framework exists. She does not need to learn its syntax, its conventions, its ecosystem of plugins and dependencies. She needs to describe what her application should do, in the same language she uses to describe it to a friend, and the machine handles the translation. The knowledge that the catalog provided — awareness of tools, understanding of options, access to the experience of others — is now embedded in the tool itself.
This is access-to-tools at a level Brand could not have imagined in 1968, and it validates the catalog's founding premise with a force that should make anyone who dismissed that premise uncomfortable. The premise was: give people access, and they will build. They are building. The evidence from 2025 and 2026 is overwhelming in its specificity. Solo developers shipping revenue-generating products without writing code by hand. But the premise holds only partially, and the partiality matters enormously, because the places where access fails are the places where the most consequential decisions need to be made.
Access requires connectivity. Roughly 2.6 billion people — a third of the world's population — remain offline. The digital divide has narrowed in aggregate but remains stark in the regions where the access-to-tools argument matters most. A developer in Lagos can access Claude Code only if she has reliable internet, which requires infrastructure that her government may or may not have built, which requires investment that her economy may or may not support.
Access requires hardware. The devices capable of running AI-assisted development workflows cost more relative to local wages in Dhaka than in San Francisco. A laptop that represents a week's salary for a software engineer in Mountain View might represent three months' salary for her counterpart in Nairobi. The absolute cost of the tool — one hundred dollars per month for a Claude Code subscription — is trivial in the context of a San Francisco salary and significant in the context of a Nairobi one.
Access requires language. The large language models are trained predominantly on English-language data, built by English-speaking companies, and optimized for English-language workflows. A developer working in Yoruba or Bengali or Swahili faces a degraded experience — less accurate code generation, less nuanced conversation, less reliable understanding of context. The linguistic bias is not deliberate in most cases. It is structural, a consequence of training data distributions that reflect the power structures of the world the data was scraped from.
Access requires institutional context. A developer in Lagos who builds a working prototype with Claude Code still needs to register a business, open a bank account that can process international payments, navigate regulatory environments that may not have a category for the thing she has built, and find users who trust a product from a solo developer in a market where institutional backing is a signal of legitimacy. Brand understood these constraints. The Whole Earth Catalog was not naive about access. The AI access question is the same question at a different scale. The tools will be misused. Carelessness will be amplified alongside capability. The code that a developer in Lagos builds with Claude Code might be brilliant, or it might be fragile, or it might be deployed in a context where its failure causes real harm. The broadening of access does not guarantee the quality of what access produces. It guarantees only that more people will have the chance to build, and that the distribution of outcomes — brilliant, mediocre, harmful — will be wider.
Brand's answer, consistent across sixty years, is that wider is better. That the alternative — restricting access to those who have been credentialed, funded, and institutionally approved — produces a narrower distribution of outcomes but not a better one. That the institutional gatekeeping that restricts access also restricts the diversity of ideas, perspectives, and solutions that a civilization needs to remain adaptable. That the appropriate response to the risks of broad access is not restriction but the construction of better filters — better curation, better education, better institutional support for the people who are building for the first time.
The catalog was a filter. Brand's editorial judgment — what to include, what to exclude, what to recommend — was the mechanism that converted raw access into curated capability. That question has no clean answer. Brand would recognize the shape of the problem. He has been working on versions of it since 1968.
In 1994, Stewart Brand published How Buildings Learn: What Happens After They're Built, a study of how physical structures adapt over time to uses their designers never anticipated. Most organizations in 2025 were High Road structures. They had been designed — their reporting lines, their role definitions, their workflows, their compensation structures, their cultures — for a specific set of conditions. The conditions were: technical capability is expensive. Specialized knowledge is scarce. Implementation requires teams. The gap between an idea and its realization requires layers of translation — from product manager to designer to engineer to QA to deployment — and each layer introduces delay, cost, and the inevitable degradation of signal that occurs whenever intention passes through translation.
These organizations were beautifully adapted to a world where translation cost was the dominant constraint. They had optimized for it. The departmental silos — engineering, design, product, marketing — existed because each domain required specialized knowledge that could not be easily transferred across boundaries. The hierarchy existed because someone needed to coordinate the handoffs between departments, resolve conflicts between specializations, and ensure that the degraded signal arriving at each stage still bore enough resemblance to the original intention to produce a coherent product.
The hierarchy was not arbitrary. It was the organizational response to a real constraint: the friction of translation. When converting an idea into a product required dozens of handoffs, someone had to manage the handoffs. When each handoff introduced noise, someone had to filter the noise. When the timeline for a single feature spanned months, someone had to manage the timeline. The bureaucracy was not the problem. The bureaucracy was the solution to the problem of translation cost.

But the traditional vocabulary assumed that building was the bottleneck. Brand documented six layers of change in buildings, each operating at a different speed — a pace-layer model in miniature. The site (the geographic location) is essentially permanent. The structure (the foundation and load-bearing elements) lasts decades or centuries. The skin (the exterior surface) changes every twenty years or so. The services (wiring, plumbing, HVAC) change every seven to fifteen years. The space plan (interior layout, walls, doors) changes every three to thirty years. They change slowly and should change slowly, because they are the load-bearing elements that everything else rests on. The processes — how work flows through the organization — are the services. They should change every few years as conditions evolve. The team configurations — who works with whom, on what, in what arrangement — are the space plan. They should be reconfigurable without threatening the structure. And the tools — the specific technologies, platforms, and interfaces people use to do their work — are the stuff. They should change constantly, because they are the fastest-moving layer, and an organization that rigidly attaches to any specific tool is an organization that has confused its furniture with its foundation.
The AI transition is producing a diagnostic test for every organization: which layers are load-bearing and which are merely familiar? The companies that assumed their departmental structure was load-bearing — that the distinction between engineering, design, product, and marketing was a structural element rather than a space plan — are discovering that the distinction was an artifact of translation cost, and that removing translation cost renders the distinction not just unnecessary but obstructive.
The companies that assumed their tools were load-bearing — that proficiency in a specific programming language or framework or workflow was a structural capability rather than a piece of furniture — are discovering that tools change at the speed of fashion, and that attaching institutional identity to a tool that will be obsolete in two years is the organizational equivalent of building load-bearing walls out of drywall.
The companies that correctly identified their load-bearing elements — deep domain knowledge, institutional relationships, the accumulated judgment of experienced people, the trust between team members that allows rapid adaptation under pressure — are finding that those elements are more valuable, not less, in the AI moment. When the tools change constantly and the space plan reconfigures quarterly, the structure is the only thing that provides continuity. And structure, in organizational terms, is people: their knowledge, their relationships, their capacity for judgment under uncertainty.
Brand's prescription for buildings that learn applies with minimal translation to organizations that learn: separate the layers. Allow each one to change at its own speed. Do not embed fast-changing elements in slow-changing structures. Do not confuse the furniture with the foundation. And above all, design for adaptation rather than for any specific configuration — because the specific configuration that looks optimal today will be obsolete tomorrow, and the only thing that endures is the capacity to reconfigure.
The practical implications are immediate. Organizations that are keeping teams intact while redefining what those teams do — expanding scope, retraining for judgment-based work, creating the "vector pod" structures that orient around decision-making rather than execution — are building Low Road organizations. They are designing for the next reconfiguration, not for the current one. They are treating their AI tools as furniture — useful, replaceable, not identity-defining — and their people as structure: irreplaceable, load-bearing, the thing that everything else rests on.
The organizations that will fail the AI transition are the ones that mistake their current configuration for their identity. That believe the org chart is the organization, the way a High Road architect believes the design is the building. The org chart is the space plan. It should change. The organization is the people, the knowledge, the relationships, the capacity for judgment — and those endure, if they are maintained.
Maintenance, not construction, determines whether a building survives. The same principle applies to organizations, and the same principle applies to the institutional infrastructure of civilization itself. But maintenance is a subject that deserves its own examination — and its own chapter — because it is the dimension of the AI transition that receives the least attention and matters the most.
In 2025, Stewart Brand published Maintenance: Of Everything, a book whose title announced its argument with the directness Brand has favored for six decades. The thesis was simple and, for a culture addicted to novelty, almost offensive: the most important work in any civilization is not building new things. It is maintaining the things that already exist.
Brand had been circling this argument for thirty years. Consider what needs maintaining in the AI transition, and what happens if the maintenance is neglected.
Craft traditions need maintaining. The specific, embodied knowledge that lives in the hands and judgment of experienced practitioners — the senior engineer who can feel a codebase the way a doctor feels a pulse, the editor who knows when a sentence is lying, the teacher who can read a classroom's emotional temperature in a glance — this knowledge is not stored in documentation. It is stored in people, transmitted through apprenticeship, and accumulated over years of practice that no shortcut can replicate.
When AI tools make it possible to produce competent output without undergoing the apprenticeship that previously produced competence, the apprenticeship is at risk. Not because anyone decides to eliminate it, but because the economic incentives that sustained it evaporate. A law firm that can produce adequate briefs with AI assistance has less incentive to invest in the slow, expensive process of training junior lawyers through years of supervised practice. Educational institutions need maintaining. Not in the sense of physical plant maintenance, though that too is chronically underfunded, but in the deeper sense of institutional mission. These are precisely the capabilities that the AI moment makes most valuable. A university that continues to evaluate students primarily on their ability to produce written output — essays, reports, research papers — is evaluating a capability that AI can now perform at a level indistinguishable from competent student work. The evaluation system has been rendered meaningless not by the students' failure but by the technology's success. Maintaining the educational institution means redesigning the evaluation system, which means redesigning the pedagogy, which means retraining the faculty, which means confronting institutional cultures that are, by design and by necessity, resistant to rapid change.
The maintenance required is not a one-time renovation. It is ongoing, adaptive, responsive to a technological environment that changes faster than any institutional redesign process can track. This is maintenance as a continuous practice, not as a project with a completion date.
Governance frameworks need maintaining. The EU AI Act, the most comprehensive regulatory framework for artificial intelligence, was drafted and debated over a period of years — an appropriate pace for governance-layer work. The maintenance dimension of governance is dramatically underfunded relative to the legislative dimension. Nations spend political capital passing AI laws and then allocate a fraction of the necessary resources to the agencies responsible for implementing and maintaining those laws over time.
Social norms need maintaining. The informal rules that govern how people interact with technology — when it is appropriate to use AI, when human judgment is required, what constitutes intellectual honesty in AI-assisted work, how credit and responsibility are allocated when the output is collaborative — these norms are being established right now, in millions of individual decisions, in workplaces and classrooms and households around the world. The norms that emerge will shape the culture-layer response to AI for a generation.
Norms do not maintain themselves. They are maintained through conversation, through modeling, through the slow work of establishing expectations and holding people accountable to them. A workplace that never discusses when AI assistance is appropriate and when it is not will default to whatever norm requires the least friction — which, in practice, means AI everywhere, for everything, with no one asking whether the assistance is producing better work or merely faster work.
Brand, in his EconTalk conversation on Maintenance: Of Everything, drew the connection explicitly. The host framed the episode around the question of what a lone sailor circling the globe has to do with the fall of empires and the rise of AI. The celebration is immediate and deserved. But the application needs maintenance. The code needs updating as dependencies change. The users need support as they encounter edge cases the builder did not anticipate. The security vulnerabilities that inevitably emerge need patching. The institutional context that makes the application useful — the trust of users, the integration with existing systems, the compliance with regulations that may not yet exist — needs ongoing attention.
The maintenance of AI systems themselves is a problem that the industry has barely begun to address. Models trained on data from 2024 encounter a world in 2026 that has changed in ways the training data cannot reflect. The drift between the model's understanding and the world's reality widens with every month, and correcting the drift — retraining, fine-tuning, evaluating, testing — is maintenance work that never ends, never generates a press release, and never attracts the attention or resources that the initial training received.
Brand's maintenance ethic is not a call to slow down. It is not a Luddite argument against creation. It is a structural observation about what makes complex systems durable: the ratio of creation to maintenance determines whether the system accumulates capability or accumulates debt. The specific stock prices, the trillion-dollar corrections, the Death Cross charts, the breathless financial commentary — all of it will be noise, indistinguishable from the noise that surrounded every previous technological transition.
The specific regulatory frameworks will not remain. The EU AI Act, the American executive orders, the emerging governance structures in Asia and Latin America — these are first drafts, and first drafts are always superseded. They matter enormously as precedents, as signals of intent, as the initial structuring of a conversation that will continue for generations. But their specific provisions will be outdated within years, replaced by frameworks that address capabilities and risks their drafters could not imagine.
Even the specific cultural anxieties will not remain in their current form. "Will AI take my job?" will be as historically specific as "Will the automobile make horses obsolete?" — a question that was urgent and real in its moment and that sounds quaint a century later, not because the anxiety was wrong but because the landscape changed so completely that the question stopped being the right question to ask.
What will remain is the institutional infrastructure. The educational systems that either adapted or failed to adapt. The governance frameworks that either distributed the gains or allowed them to concentrate. The cultural norms that either preserved the capacity for depth, judgment, and genuine human connection or surrendered those capacities to efficiency without purpose.
Brand's pace layer model predicts this with structural precision. The fast layers are where the action is. The slow layers are where the power is. Fashion and commerce generate the excitement, the anxiety, the discourse. Culture and nature determine the outcome. And the outcome is determined not by what was built at the fast layers but by what was maintained at the slow ones.
