The room in Trivandrum worked. Twenty engineers, one week, a twenty-fold productivity multiplier. I described it in The Orange Pill as a breakthrough. I celebrated it. I meant every word.

What I did not ask — what it took a dead economist to force me to ask — is why it worked at twenty and will not work at twenty million.

That is the question Mancur Olson spent his career answering. Not a question about technology. A question about groups. About why people who share an obvious interest fail, predictably and systematically, to act on it. About why the largest and most affected populations in any transition are the ones least able to shape its terms.

I came to Olson because something was nagging at me. The orange pill showed me that AI amplifies whatever you bring to it. The river of intelligence is widening. The beaver builds dams. Fine. But who decides where the dams go? Who shows up to the meetings where the rules get written? And why are the people with the most at stake — the millions of knowledge workers whose careers are being restructured in real time — so conspicuously absent from those rooms?

Olson's answer is brutal in its clarity. They are absent because showing up is costly and staying home is free. The benefits of good AI governance flow to everyone whether you fought for them or not. So nobody fights. The technology companies, small and concentrated and organized, shape the conversation. The rest of us — vast, diffuse, each individually insignificant — scroll past the policy debate and go back to prompting.

This is not a moral failure. It is a structural one. And structural failures require structural solutions.

That distinction changed how I think about everything I wrote in The Orange Pill. I argued for stewardship, for building dams, for the beaver ethic. Olson showed me that stewardship is itself a collective action problem. The dams do not build themselves. The people who most need them have the least incentive to construct them. Goodwill without institutional architecture is noise.

This book applies Olson's framework — the free-rider problem, the small-group advantage, the logic that makes large groups fail — to the AI moment we are living through. It is not comfortable reading. Olson does not offer reassurance. He offers specifications. Design constraints for institutions that could actually channel the river, if we have the will to build them.

The technology keeps advancing whether we organize or not. The question is whether the rest of us will still be in the room when the terms get set.

Mancur Olson (1932–1998) was an American economist and political scientist whose work transformed the study of collective behavior, institutional design, and political economy. Born in Grand Forks, North Dakota, he studied at North Dakota State University and Oxford as a Rhodes Scholar before earning his Ph.D. at Harvard. He spent most of his career at the University of Maryland, where he founded the Center for Institutional Reform and the Informal Sector (IRIS). His first major work, The Logic of Collective Action: Public Goods and the Theory of Groups (1965), overturned the assumption that shared interests naturally produce organized action, demonstrating instead that rational individuals will free-ride on collective goods unless institutional mechanisms compel or incentivize their participation. His later book, The Rise and Decline of Nations: Economic Growth, Stagflation, and Social Rigidities (1982), extended this analysis to argue that the accumulation of distributional coalitions — entrenched interest groups that redirect resources toward their own members — is a principal cause of economic stagnation in mature democracies. Chapter 1: The Free-Rider Problem

In 1965, Mancur Olson published a slim, devastating book that overturned the way political scientists, economists, and sociologists understood collective behavior. The argument of The Logic of Collective Action was simple enough to state in a single sentence and radical enough to rearrange an entire discipline: rational individuals will not voluntarily contribute to the provision of a public good, because each individual can enjoy the benefits of that good without bearing the costs of its provision. The logic was clean, the evidence abundant, and the implication uncomfortable. Large groups do not act in their collective interest. They fail to act. They fail predictably, systematically, and for reasons that have nothing to do with stupidity or selfishness and everything to do with the structure of incentives that governs rational choice in the presence of non-excludable benefits.

The free-rider problem was not Olson's invention. Economists had long recognized that public goods — goods that are non-rivalrous in consumption and non-excludable in provision — tend to be under-supplied by voluntary action. What Olson contributed was the rigorous application of this insight to the behavior of organized groups, and the demonstration that the problem was not merely a theoretical curiosity but the central obstacle to collective action in every domain of social life. Labor unions, professional associations, environmental organizations, consumer groups, political parties — all of these institutions existed not because their members spontaneously chose to contribute but because institutional mechanisms had been devised to overcome the free-rider problem. Mechanisms that ranged from compulsory membership to selective benefits to social pressure to outright coercion. Without these mechanisms, Olson argued, the groups would not form, or if formed would not act, or if acting would not sustain their efforts over time.

The argument was unwelcome. It contradicted the pluralist tradition in political science, which had assumed that shared interests naturally produce organized action. It contradicted the Marxist tradition, which had assumed that class consciousness naturally produces class solidarity. Both traditions had taken it for granted that when people share an interest, they will act together to pursue it. Olson showed that they will not, and that the failure is not a defect of character but a consequence of rationality itself. The rational individual, confronting a situation in which the collective good will be provided whether or not she contributes, chooses not to contribute. She free-rides. And because every rational individual faces the same calculation, the collective good is not provided, even though every individual would prefer a world in which it were.

Six decades after Olson's analysis, the artificial intelligence revolution has produced a collective action crisis of precisely the kind his framework predicts — and of a magnitude that exceeds anything the framework was originally designed to address.

Consider the most immediate manifestation. The benefits of effective AI governance — regulation that prevents the concentration of power, protects workers from displacement without adequate transition support, ensures that the gains of the technology are broadly distributed rather than captured by a narrow elite — are textbook public goods. They are non-excludable: if effective AI governance is achieved, everyone benefits, whether or not they contributed to its achievement. They are non-rivalrous: one person's enjoyment of effective governance does not diminish another's. The logic of collective action predicts, with the precision of a mathematical theorem, that these public goods will be under-provided by voluntary action, because each individual has an incentive to let others bear the costs of lobbying, organizing, and sustaining the political effort required to produce them.

The prediction is not theoretical. It is already observable. The discourse that erupted around AI in the winter of 2025 was characterized by precisely the pattern Olson's framework anticipates. The triumphalists celebrated the technology's capabilities without attending to the collective costs. The critics mourned the losses without organizing to prevent them. The silent middle — the largest and most important group, the people who felt both the exhilaration and the terror — remained silent precisely because the discourse rewarded clarity and punished ambivalence. The ambivalent have no incentive to speak when speaking costs effort and silence costs nothing.

This is the free-rider problem operating not at the level of union dues or lobbying contributions but at the level of discourse itself. The production of a nuanced, informed, collectively beneficial public conversation about AI is a public good. Everyone benefits from it. No one has an individual incentive to produce it. The result is a discourse dominated by extremes — because extremes are produced by individuals who derive private benefits from the positions they stake. Attention, followers, speaking fees, book contracts. The moderate, the thoughtful, the person who holds two truths in tension, derives no comparable private benefit from participating. So she does not participate, and the discourse is impoverished by her absence.

Olson spent his career demonstrating that the production of collective goods depends not on the goodwill of individuals but on the structure of the institutions within which individuals act. Goodwill is abundant. Institutional structures that channel goodwill into effective collective action are scarce. The distinction is not semantic. It is the difference between a world in which people want good things and a world in which good things actually happen.

The AI transition introduces a new dimension to the free-rider problem that Olson's original analysis addressed only implicitly: the dimension of speed. Olson's framework was developed in a context where collective action problems unfolded over years and decades. The labor movement took generations to organize. Environmental regulation took decades of sustained advocacy. The civil rights movement required years of coordinated effort, legal strategy, and personal sacrifice before it produced institutional change. In each case, the free-rider problem was eventually overcome — not because the logic changed but because institutional entrepreneurs had time to develop the mechanisms necessary to mobilize participation.

The AI transition allows no such luxury. The pace of change is measured not in decades but in months. Claude Code's revenue crossed two and a half billion dollars in run rate within its first months of availability. The proportion of GitHub commits generated by AI was a floor, not a ceiling, climbing visibly with each quarter. The imagination-to-artifact ratio — the distance between a human idea and its realization — collapsed to near zero for a significant class of work. The temporal compression means that the free-rider problem must be solved faster than it has ever been solved before, and the institutional mechanisms that have historically been used to solve it — compulsory membership, legislative mandates, gradual norm development — operate on timescales that are inadequate to the challenge.

There is a further complication, one that Olson's framework illuminates with particular clarity. The free-rider problem is not merely a problem of individual incentives. It is a problem of group size. Olson demonstrated that the severity of the free-rider problem increases with the size of the group. In a small group, each member's contribution is visible, each member's defection is noticed, and the share of the collective benefit accruing to each member is large enough to justify the cost of contribution. In a large group, the individual's contribution is invisible, her defection unnoticed, and her share of the collective benefit negligible relative to the cost of participation.

The population affected by the AI transition is, by definition, enormous. It includes every knowledge worker in every industry in every country. The logic of collective action predicts that a group of this size will be unable to organize effective collective action without institutional mechanisms that overcome the free-rider problem, and no such mechanisms currently exist at the scale required. Professional associations, unions, policy think tanks, advocacy groups — none operates at the scale of the challenge, and the challenge is growing faster than the institutions designed to address it.

The phenomenon of productive addiction — the condition of being compulsively engaged with a tool that is genuinely generative, producing real output and real value, but extracting a cost in human terms that the compulsion obscures — illustrates a dimension of the free-rider problem that Olson did not explicitly address but that his framework accommodates with disturbing precision. The individual derives private benefits from engagement with the AI tool: output, recognition, the neurochemical rewards of flow. She externalizes the costs — depleted attention, eroded relationships, the slow degradation of the capacity for rest and reflection — onto her future self, her family, and her community. She is free-riding on her own well-being. And because the benefits are immediate and visible while the costs are deferred and diffuse, the rational calculus favors continued engagement, even when the net effect is negative.

Ascending friction — the phenomenon by which AI eliminates difficulty at one level of work while creating difficulty at a higher level — further complicates the picture. The engineer who no longer struggles with syntax struggles instead with architecture. The writer who no longer struggles with grammar struggles instead with judgment. The skills required to operate at the higher level are different from, and in many cases more demanding than, the skills required at the level below. From Olson's perspective, the development of these higher-order skills is itself a public good. The society that possesses architectural thinking, aesthetic judgment, and ethical discernment benefits collectively from their exercise. But the individual investment required to develop them is substantial, the returns uncertain, and the benefits diffused across the population rather than concentrated in the individual who bears the cost. The logic of collective action predicts that these skills will be under-developed, because no rational individual has a sufficient incentive to invest in their development when the benefits accrue to everyone and the costs fall on her alone.

The free-rider problem is not a peripheral feature of the AI transition. It is the structural condition within which the transition is occurring. The discourse, the adoption patterns, the productive addiction, the ascending friction, the distribution of benefits and costs — every aspect of the transformation is shaped by the logic of collective action. And the logic predicts, with a clarity that should alarm anyone who cares about the outcome, that the transition will be governed not by the collective interest but by the aggregate of individual calculations that fail to account for the collective consequences of individual choices.

The question is not whether the free-rider problem exists. It exists with the inevitability of a mathematical theorem applied to the empirical conditions of human social life. The question is whether institutions can be designed — quickly enough, at sufficient scale, with adequate sophistication — to overcome it. The history of collective action provides grounds for cautious optimism: the free-rider problem has been overcome before, in contexts as varied as labor relations, environmental protection, and public health. But the history also provides grounds for concern: the solutions have always been slow, partial, and dependent on institutional entrepreneurs willing to absorb disproportionate costs in the hope of disproportionate benefits.

The AI transition is testing the capacity of human institutions to solve collective action problems at a pace and scale for which there is no precedent. The institutional architecture that transforms individual goodwill into collective action does not yet exist. Building it is the challenge that defines the moment.

Chapter 2: Why Large Groups Fail to Act

Mancur Olson's most counterintuitive contribution to social science was not the observation that individuals free-ride on collective goods — economists had understood this for decades before The Logic of Collective Action appeared — but the demonstration that the severity of the free-rider problem is a function of group size, and that the relationship between size and dysfunction is not linear but catastrophic. Small groups can cooperate. Large groups cannot, unless they are compelled to do so by institutional mechanisms that alter the incentive structure each individual faces. The transition from cooperation to failure is not gradual. It is a phase transition, as abrupt and irreversible as the shift from liquid water to ice, and it occurs at a threshold determined not by the goodwill of the participants but by the structural properties of the group.

The mechanism is straightforward, though its implications are anything but. In a small group — a team of three engineers, a partnership of two attorneys, a trio of friends arguing on a campus path — each member's contribution to the collective effort is visible and significant. If one of three engineers stops working, the other two notice immediately, and the group's output declines by a third. The defector cannot hide. The share of the collective benefit accruing to each member is large enough to make the cost of contribution worthwhile. And the social bonds between members are dense enough to create what Olson called social incentives: the approval of peers for contributing, the disapproval for free-riding, the reciprocal obligations that arise from working together in close quarters over extended periods.

Scale the group from three to three hundred, and every one of these mechanisms fails. The individual's contribution is no longer visible. If one of three hundred engineers stops contributing, the decline in collective output is one-third of one percent — a quantity too small to measure, let alone to attribute to a specific individual. The defector is invisible. The share of the collective benefit accruing to each individual is negligible. And the social bonds between members are too diffuse to generate effective social pressure. The engineer in a team of three hundred does not know most of her colleagues by name, let alone feel the reciprocal obligations that motivate contribution in a small group.

This is not a hypothesis. It is an empirical regularity observed in every domain of collective action that Olson and his successors examined. Large groups fail to act. They fail not because their members are indifferent to the collective good but because the structure of incentives makes individual contribution irrational. The member who contributes bears a real cost — time, money, effort, the opportunity cost of activities foregone — and receives a benefit that is, for all practical purposes, independent of her own contribution. The collective good will be provided, or not, regardless of what she does individually. Her contribution is a drop in an ocean, and the ocean does not notice its absence.

The AI transition has produced the largest group of collectively affected individuals in the history of technological change. The population affected by AI — every knowledge worker in every industry, every student in every classroom, every parent wondering what skills to cultivate in a child who will enter a labor market that no longer resembles the one the parent inhabited — is not merely large. It is, for practical purposes, coextensive with the population of the developed world. Olson's theory predicts, with the confidence of a well-tested framework applied to its paradigmatic case, that this group will fail to act collectively.

The practical consequences of large-group failure are visible in the pattern of response to the AI transition. The discourse is dominated by individuals who derive private benefits from their positions — the triumphalists who accumulate followers by celebrating the technology, the critics who accumulate attention by denouncing it, the entrepreneurs who accumulate investment by hyping it — while the collective interest in a nuanced, informed, adequately funded institutional response goes unrepresented. This is not because the collective interest does not exist. It exists with painful urgency. It is because the collective interest is a public good, and public goods are under-provided in large groups.

The small-group advantage operates with equal force in the AI landscape, and its operation explains a pattern that would otherwise be puzzling: why the technology companies that produce AI tools are so much better organized than the vastly larger population affected by them. The answer has nothing to do with intelligence, foresight, or moral virtue, and everything to do with group size. The technology companies are small groups. Anthropic, OpenAI, Google DeepMind — each employs hundreds or thousands of people, not millions. Each has a concentrated interest in the development of AI: their revenue, their market position, their corporate survival depends on it. The share of the collective benefit accruing to each company is large enough to justify enormous investments in lobbying, public relations, and regulatory strategy. The defection of any single company from the collective effort would be immediately visible and consequential.

Compare this with the population of knowledge workers affected by the transition. They number in the hundreds of millions. Their interest in effective AI governance is real but diffuse. The share of the collective benefit accruing to any individual knowledge worker is negligible. Her contribution to the collective effort — a letter to a legislator, a donation to an advocacy organization, participation in a protest — is invisible in the aggregate. The asymmetry is structural, not moral. The technology companies are not more virtuous than the affected workers. They are smaller, and smallness confers organizational advantages that largeness cannot replicate.

Olson recognized that large groups can sometimes overcome the free-rider problem, but only through specific institutional mechanisms. The first is coercion: compulsory membership in a union, mandatory taxation for public services, legal requirements that apply to all members of a group regardless of individual preference. The second is selective incentives: private goods available only to contributors that make the cost of contribution worthwhile independent of the collective benefit. The union that provides health insurance, legal representation, and job placement services to its members — and only to its members — overcomes the free-rider problem not by appealing to solidarity but by offering private goods that make membership rational. The third is political entrepreneurship: the action of individuals or small groups who absorb disproportionate costs of organizing collective action because they expect to receive disproportionate benefits of leadership, influence, or reputation.

Each mechanism has limitations when applied to the AI transition. Coercion requires a state with the authority and the will to compel participation. But regulation of AI is itself a collective action problem. The benefits of regulation are diffused across the entire population; the costs of lobbying for regulation are concentrated among those who must organize the effort. The result is that regulation lags the technology, arrives in diluted form, and is shaped disproportionately by the concentrated interests that have the organizational capacity to participate in the regulatory process. The European Union's AI Act illustrates the pattern: developed over years, it arrived after the technology had already transformed the landscape it sought to regulate, and its provisions reflect the influence of industry participants who were small enough and concentrated enough to engage effectively.

Selective incentives require institutions that can offer private goods to contributors and exclude non-contributors. Professional associations and unions have historically served this function, but their membership has been declining for decades. The AI-affected workforce is more heterogeneous, more geographically dispersed, and more atomized than the industrial workforces that unions were designed to organize. A union of AI-affected knowledge workers would need to encompass programmers, designers, writers, lawyers, doctors, teachers, and managers — a diversity of occupations that share the experience of AI-mediated transformation but share almost nothing else.

Political entrepreneurship requires individuals willing to absorb disproportionate costs in the expectation of disproportionate benefits. But political entrepreneurship, by its nature, is insufficient as a mechanism for solving large-group collective action problems. It produces leaders, but leaders without institutional infrastructure are merely voices in a discourse that is itself a collective action problem.

The small group's success, paradoxically, exacerbates the large group's failure. Each successful small team that adopts AI and achieves extraordinary productivity gains creates pressure on other small groups to follow suit, accelerating the pace of change without producing any corresponding acceleration in the large-group mechanisms — regulation, education reform, social safety net adjustment — that determine whether the change is beneficial or destructive for the population as a whole. The technology runs. The institutions walk. The gap between them is the space in which the human cost accumulates.

There is one additional dimension of the large-group problem that Olson's framework illuminates with particular relevance to the AI transition. Olson observed that large groups not only fail to act but fail to perceive themselves as groups. The steel workers of Pittsburgh knew they were steel workers. They shared a workplace, a neighborhood, a set of economic interests, and a cultural identity. The knowledge workers affected by AI do not share a comparable identity. A programmer in Bangalore, a lawyer in London, a teacher in Toronto, and a radiologist in Rio de Janeiro are all affected by the same technological transformation, but they do not think of themselves as members of the same group, and the institutions that might organize them do not exist.

The absence of a shared identity is not merely a psychological limitation. It is a structural feature of the problem. Group identity is itself a collective good — a shared understanding that facilitates collective action — and its production faces the same free-rider problem as every other collective good. Someone must invest the effort of articulating the shared identity, of framing the diverse experiences of AI-affected workers as instances of a common predicament, of building the institutional infrastructure within which a collective identity can develop. And the someone who invests this effort bears a disproportionate cost while the benefits accrue to the group as a whole.

The logic of collective action is relentless. It does not bend to good intentions or powerful arguments or urgent need. It bends only to institutional design — to the creation of structures that align individual incentives with collective interests, that make contribution rational and defection costly, that provide selective benefits to participants and exclude free-riders. The challenge of the AI transition is not, at its foundation, a technological challenge or even an intellectual one. It is an institutional challenge: the challenge of designing, building, and deploying the mechanisms that can transform a large, diffuse, unorganized population of individually affected workers into a collective actor capable of shaping the terms of its own transformation.

Chapter 3: The Logic Applied to the AI-Displaced

The word displaced requires immediate qualification, because the popular discourse uses it with a precision it does not possess, and the imprecision serves the interests of those who would prefer the conversation to remain shallow. Displacement, in the context of the AI transition, does not mean what it meant in the context of industrial automation. The factory worker displaced by a robot was removed from a specific physical location, performing a specific physical task, and replaced by a machine that performed the same task with greater speed and consistency. The relationship was one-to-one: one worker out, one machine in, the task unchanged, the human rendered redundant.

The AI-mediated displacement documented in the current transition is structurally different, and the difference matters enormously for the logic of collective action. The knowledge worker affected by AI is not, in most cases, replaced by a machine that performs her task. She is transformed into a different kind of worker — one who partners with a machine to perform a task that is simultaneously the same and different, recognizable in its purpose but fundamentally altered in its execution. The backend engineer who had never written frontend code found herself, within days of working with an AI coding assistant, building complete user-facing features. She was not displaced. She was re-placed — moved to a different location in the landscape of productive activity, a location that did not previously exist and that requires capacities she had not previously developed.

This distinction determines the structure of the collective action problem, and the structure of the problem determines the prospects for its solution.

In the classical displacement scenario — factory worker replaced by robot — the affected population shares a clear, unambiguous interest: they have lost their jobs and want them back, or want compensation, or want retraining that provides a path to comparable employment. The interest is concentrated, visible, and easily articulated. The collective action problem, while real, operates on familiar terrain. The displaced workers know they are displaced. They know what they have lost. They know what they want.

In the AI re-placement scenario, the collective action problem is several orders of magnitude more complex. The affected worker has not lost her job. She has lost something subtler and harder to name — a relationship with her work, a specific form of expertise, a source of identity and meaning that was bound up with the friction of implementation that the AI tool has eliminated. She is not unemployed. She is employed differently, and the difference is experienced not as a clean loss but as a compound sensation: awe and loss at the same time. The exhilaration of building at unprecedented speed, and the vertigo of watching the skills that defined a career become optional overnight.

From Olson's perspective, this compound experience is itself a collective action problem. The worker who experiences both exhilaration and loss simultaneously has a collective interest in institutional arrangements that preserve the exhilaration while addressing the loss — arrangements that harness the productivity of the AI tool while maintaining the conditions for depth, mastery, and meaning. But this collective interest is far more difficult to articulate, to organize around, and to translate into institutional demands than the straightforward interest of the factory worker who has been fired. The factory worker can demand a job. The re-placed knowledge worker must demand something she cannot yet name: a new arrangement of the relationship between human capability and machine capability that preserves something essential about the former while embracing something transformative about the latter.

The difficulty of articulation is not merely a rhetorical inconvenience. It is a structural feature of the collective action problem, because collective action requires a shared understanding of the collective interest. A shared understanding requires language in which the interest can be articulated. And the language does not yet exist. Olson's theory assumes that the members of a group know what they want and that the question is whether they can coordinate to achieve it. In the AI re-placement scenario, the prior question — what do the affected workers actually want? — has not been answered, and cannot be answered, until the experience of re-placement has been examined with sufficient care to distinguish the loss from the gain, the genuine threat from the transitional discomfort, the structural problem from the temporary disruption.

Several distinctions are essential for specifying the collective interest of the re-placed worker. The first is between depth and breadth. AI has made breadth cheap: competent performance across a wide range is now available to anyone with access to the tool. Depth — the kind that takes years of patient immersion to develop — remains rare. But rare does not mean valued. Rare means valued only when the market has a use for it. The market is discovering that, for most purposes, breadth is sufficient. The re-placed worker's collective interest, then, includes the preservation of market structures that reward depth — that recognize and compensate the architect's judgment, the editor's taste, the diagnostician's clinical intuition, the teacher's capacity to see a student's confusion before the student can articulate it.

The second distinction is between output and meaning. The AI tool dramatically increases the quantity and quality of output. But output is not the same as meaning. The builder who ships a product in a weekend has produced output. Whether that output constitutes meaningful work — work that develops the builder's capacities, that contributes to a community of practice, that serves a need worth serving — depends on conditions that the tool itself does not provide. The re-placed worker's collective interest includes the maintenance of conditions that connect output to meaning, conditions that are themselves public goods and that the market, left to its own devices, will not supply.

The third distinction is between the imagination-to-artifact ratio and the question of what deserves to be built. When the ratio collapses toward zero — when anyone with an idea and the will to pursue it can make something real — the question of what is worth building becomes paramount. And the answer to that question is itself a collective good: a shared understanding of quality, purpose, and value that can only be produced through institutional mechanisms that no individual builder has an incentive to create.

The river that threatens to flood the valley also provides the water that makes the valley fertile. Olson would have been skeptical. The concept of ascending friction provides the analytical bridge between this commons problem and the specific experience of the AI transition. Olson would not have expected this architecture to emerge spontaneously. He would have expected it to be built — deliberately, by institutional entrepreneurs who understand that the logic of incentives is not a counsel of despair but a design specification. The specification is precise. The engineering has not yet begun.

Chapter 5: Why the Luddites Disengaged

The Luddites have been misunderstood for two centuries, and the misunderstanding has never been more consequential than it is now. Their resistance is quieter, more socially acceptable, and in some ways more damaging to the collective interest. They are withdrawing from a discourse and a transformation that they perceive, correctly, as being conducted on terms they have no power to influence. Their disengagement is not irrational. From the perspective of the logic of collective action, it is the most rational response available to them.

Consider the position of the senior software architect who has spent twenty-five years building systems — who can feel a codebase the way a doctor feels a pulse, through embodied intuition deposited layer by layer through thousands of hours of patient work. He does not dispute that AI is more efficient. He recognizes that something is being lost, and that the people celebrating the gain are not equipped to see the loss, because the loss is not quantifiable. The satisfaction of understanding a system built by hand, the intimacy between a builder and the thing he builds — these do not appear on any dashboard.

This architect is a modern Luddite in the precise, historical sense. He is not opposed to the technology. He is opposed to an institutional context in which the technology is deployed without regard for the values — depth, craft, embodied expertise — that his professional community has spent decades cultivating. His disengagement is a rational response to a collective action problem he cannot solve individually. He cannot alter the institutional context by himself. The benefit of engaging with the AI discourse — contributing to a nuanced conversation about the transition, advocating for institutional reforms, pushing back against triumphalist narratives that dismiss loss as nostalgia — is a collective good. It benefits everyone who shares the concern, whether or not any given individual contributes to the effort. The cost of engagement — the time, the emotional labor, the social risk of being dismissed as a reactionary in a culture that prizes disruption — is private, borne entirely by the individual who engages. The rational individual, facing this calculus, disengages.

She retreats to the woods — literally, in some cases, lowering her cost of living in anticipation of diminished earning capacity. Or she continues to work, adapting to the new tools without enthusiasm, performing the required transformations without the investment of identity that characterized her earlier career. Or she leaves the profession entirely, taking her embodied expertise with her — a loss that the system does not register because the system measures output, not the depth of understanding that produces it.

The original Luddites' disengagement followed an identical structural logic. Each individual framework knitter bore the full cost of political engagement — time, energy, legal risk — while the benefits of any resulting legislation would be shared with all knitters, including those who did not participate. The parliamentary system did not represent their interests. The legal system punished their activism. Machine-breaking was made a capital offense. The institutional environment made engagement costly and ineffective. The rational response, for any individual knitter who performed the calculation, was to stop fighting and find another way to survive.

The modern Luddites have no comparable small-group structure to sustain collective action. The Nottinghamshire stocking-frame workers who destroyed machinery in 1811 operated in communities where everyone knew everyone, where social pressure was a powerful motivator, and where the small-group advantages that Olson identified — visibility, reciprocity, concentrated benefits — were sufficient to sustain coordinated action even in the face of severe legal penalties. The programmer in Bangalore and the architect in San Francisco and the teacher in Toronto share a predicament but not a community. They cannot organize because they do not know each other, because their circumstances differ in ways that make it difficult to identify a shared interest with sufficient specificity, and because the platforms through which they might communicate are themselves structured by incentives that reward extremes and marginalize nuance.

The discourse needs the Luddites. It needs them because they see something that the triumphalists cannot see: the costs that are invisible from inside the growth-and-productivity framework. It needs them because they represent a perspective — the perspective of depth, of craft, of the slow accumulation of expertise through struggle — that is essential to any adequate understanding of what the AI transition actually entails. The silent middle is the largest and most important group in any technology transition, and the Luddites are part of that middle, and the middle's silence is the collective action problem in its most distilled form.

But the discourse does not get the Luddites, because the discourse is structured by incentives that reward extremes and punish nuance. The triumphalist who posts productivity metrics gets engagement. The critic who pronounces doom gets engagement. The experienced practitioner who says, with the quiet authority of decades of work, that something precious is being lost and that the loss matters even if it cannot be quantified — she does not get engagement. And in a discourse conducted through algorithmic platforms that optimize for engagement, the voice that does not generate engagement does not exist.

This is the mechanism by which the free-rider problem corrupts not just the institutional response to the AI transition but the quality of the conversation about it. The conversation is itself a public good — a collective resource that benefits everyone and that no individual has adequate incentive to produce in its most useful form. The pattern that is observable in the current transition — senior engineers moving to the woods, lowering their cost of living, withdrawing from the frontier — is the Luddite disengagement in its contemporary form. These are not people who lack intelligence, adaptability, or courage. They are people who have made a rational calculation: the cost of engagement exceeds the benefit. The collective good will not be provided regardless of their individual contribution. The most rational response to an unwinnable collective action problem is to minimize exposure to the costs of the transition while preserving what they value most.

The tragedy is not that these people have disengaged. The tragedy is that their disengagement is rational, and that the institutional landscape has not provided them with a reason to stay. The discourse, the regulatory process, the organizational practices that govern AI deployment — all are designed to reward the triumphalists and the early adopters and to ignore the people whose deep expertise and critical perspective the collective conversation most urgently needs. Their rational response to being ignored is to withdraw. The withdrawal deprives the collective of precisely the perspectives — the long view, the commitment to depth, the critical sensibility that sees costs as well as gains — that the collective most urgently requires.

Olson's framework does not counsel acceptance of this outcome. It counsels institutional design that alters the calculus. The experienced practitioners who have retreated must be given a reason to return. The reason must be concrete, specific, and grounded in the logic of incentives rather than the rhetoric of obligation. An institution that offers the disengaged expert a community of depth, a credential for higher-order expertise, a voice in the decisions that affect her professional life, and economic security during the transition provides reasons that the rhetoric of adaptation and resilience does not.

The Luddites of 1812 were destroyed because no one built the institutional infrastructure in time. No labor protections. No retraining mechanisms. No institutional path from the old expertise to the new. Their children eventually got the eight-hour day and the weekend, but the generation that bore the cost of the transition bore it without institutional support, and many were broken by it. The question for the current transition is whether the institutional infrastructure will be built before the same pattern repeats — before the disengagement of the most experienced, most knowledgeable, most critical voices becomes permanent, and the conversation about the most consequential technology in human history is conducted entirely by the people who have the most to gain from its uncritical adoption.

The institutional infrastructure cannot be built without them. And they will not return without the institutional infrastructure. The circularity is the problem. Breaking it is the task.

Chapter 6: Selective Incentives and the Organization of the Displaced

Mancur Olson spent decades studying the mechanisms by which collective action problems are overcome, and his conclusion was consistent and unromantic: they are overcome not by appeals to shared interest, solidarity, or moral obligation, but by the provision of selective incentives — private goods that are available to contributors and denied to free-riders, goods whose value to the individual exceeds the cost of her contribution and whose exclusion from non-contributors makes free-riding irrational.

The principle is simple. Its application to the AI transition is not.

Selective incentives work because they decouple the individual's decision from the collective outcome. These private goods make membership rational regardless of the collective outcome. If the union succeeds in raising wages, she benefits whether or not she paid her dues — but if she does not pay her dues, she does not receive the health insurance. The selective incentive solves the free-rider problem not by making free-riding immoral but by making it costly.

The historical record demonstrates both the power and the limitations of this approach. The American labor movement achieved its greatest organizational success in the mid-twentieth century, when union membership peaked at roughly a third of the non-agricultural workforce. This success was built not on solidarity alone but on a specific institutional innovation: the closed shop and the union shop, which required workers to join the union as a condition of employment. The compulsory mechanism — itself a selective incentive in the negative sense, making non-membership costly rather than membership beneficial — solved the free-rider problem at the point of entry. Once inside, the member received the benefits that made continued membership rational.

But the compulsory mechanism was itself a product of favorable political conditions — the Wagner Act of 1935, which guaranteed workers the right to organize and required employers to bargain collectively — and when those conditions changed with the Taft-Hartley Act of 1947 and the long regulatory erosion that followed, union membership declined steadily, reaching eleven percent of the workforce by 2023. The question for the AI transition is what selective incentives could be offered to the population of affected knowledge workers that would make organized participation rational for individuals who currently have no incentive to participate.

The first category addresses the most immediate need: economic security during the transition. The worker being re-placed — moved from one location in the productive landscape to another that requires different skills and offers uncertain rewards — faces an economic risk that the individual cannot manage alone. Collective organizations that provide income support during retraining, portable benefits untied to a specific employer, and mutual insurance against the economic disruption of skill obsolescence would offer selective incentives of considerable value. These are the modern equivalents of the union's health insurance and job placement services: private goods that make membership rational because the alternative — bearing the full economic risk of the transition as an isolated individual — is worse.

The second category addresses a need that is less tangible but no less real: access to the higher-order skills that ascending friction demands. The engineer who no longer struggles with syntax must now struggle with architecture. The writer who no longer struggles with grammar must now struggle with judgment. These practitioners need mentoring, structured development, and access to communities of practice that can cultivate their higher-order capabilities. These developmental resources are scarce, and their scarcity makes them potential selective incentives: organizations that provide access to world-class mentoring, structured programs focused on judgment and taste, and peer networks of practitioners committed to depth could attract members by offering goods unavailable to non-members.

The observation that the remaining twenty percent of work — the judgment, the taste, the architectural instinct — turned out to be the part that mattered illuminates the opportunity. The selective incentive is not retraining for the old skills that AI has commoditized. It is development of the new skills that AI has elevated. The organization that can credibly offer this development — mentoring by senior practitioners, structured curricula for higher-order thinking, certification of competencies that the market increasingly demands but does not know how to evaluate — would offer a selective incentive of extraordinary value, because the alternative is self-directed development in a landscape where the map has not yet been drawn.

The third category addresses the need for voice: the capacity to influence the institutional decisions — regulatory, educational, organizational — that determine the terms of the transition. The individual knowledge worker has no effective voice in these decisions. The regulatory process is dominated by concentrated interests. The educational system responds at a pace that reflects its own internal collective action problems. Organizational decisions about AI deployment are made by management teams subject to the pressures of quarterly earnings and competitive anxiety.

An organization that could aggregate the voices of affected knowledge workers — that could represent their interests in regulatory proceedings, advocate for educational reforms, negotiate with employers over the terms of AI deployment — would offer a selective incentive of considerable political value. The individual worker's voice is negligible. The collective voice of a million organized workers is formidable. The selective incentive is voice amplified: the capacity to influence outcomes that no individual can influence alone.

But the design of selective incentives for the AI-affected workforce faces obstacles that did not confront the mid-twentieth-century labor movement.

The first obstacle is heterogeneity. The industrial union assumed a relatively homogeneous workforce sharing a common employer, a common workplace, and a common set of skills. The AI-affected workforce is radically heterogeneous: programmers, designers, writers, lawyers, doctors, teachers, and managers across every industry, every geography, every language. The organizational challenge is to design incentives that are sufficiently modular to address diverse needs while remaining sufficiently coherent to sustain a collective identity.

The second obstacle is speed. The industrial unions organized workforces whose skills evolved gradually enough that the union's incentive structure could adapt. The AI-affected workforce confronts change that renders specific skills obsolete in months. A retraining program designed in January may be irrelevant by June. The selective incentives must be adaptive, continuously updated, responsive to a technological environment that changes faster than any institutional structure has previously been required to respond.

The third obstacle is the ambiguity of the collective interest itself, examined in detail in Chapter 3. The re-placed worker experiences a compound of exhilaration and loss that makes it difficult to articulate a clear collective demand. Funding for independent advocacy organizations that represent the interests of affected workers in regulatory proceedings. These mechanisms exist in prototype in other regulatory domains. The question is whether they can be adapted and deployed at the scale and speed the AI transition demands.

The educational system provides a second institutional arena. The skills that ascending friction demands — judgment, taste, architectural thinking, ethical discernment — are precisely the skills that educational institutions were historically designed to develop. This is a small group with the structural advantages Olson identified: visibility, reciprocity, concentrated benefits. The principle could be scaled. The productive adoption of AI is a collective activity, not merely an individual one, and the collective activity requires institutional support: shared spaces, structured time, facilitated learning, and the social bonds that make individual contribution visible.

There is a deeper point connecting Olson's institutional analysis to the existential dimension of the AI transition. The collective capacity of a society to ask questions, to wonder, to sustain the kind of inquiry that gives meaning to human work — that capacity is itself a public good. It is produced by the institutions that educate, that preserve cultural memory, that create spaces for reflection. The technology companies can lobby effectively because lobbying is in the concentrated interest of a small number of decision-makers whose individual contribution to the effort is visible and significant. The CEO who invests ten million dollars in regulatory engagement makes a decision that is attributable to her personally, evaluated by her board, and reflected in her compensation. The affected workers cannot lobby effectively because lobbying is in the diffuse interest of a vast population whose individual contribution would be invisible and inconsequential.

The nuanced, ambivalent middle — the largest and most important constituency — is systematically under-served by the very infrastructure through which it might organize. This is not censorship. It is an architectural feature of platforms designed for a different purpose, producing consequences for collective action that the designers may not have intended but that the structure makes inevitable.

The structural advantage produces what might be called epistemic capture — a condition more subtle and more consequential than the regulatory capture described in the previous chapter. Now consider the small-group advantage operating within organizations rather than between them. The twenty engineers in the Trivandrum training room — small enough for each member's contribution to be visible, cohesive enough for social incentives to operate, led by someone who could articulate a shared vision — adapted to AI tools with extraordinary speed. The small team that can build what previously required a department represents, from Olson's perspective, the small-group advantage in its purest productive form.

But here the paradox emerges, and it is the most original analytical implication of applying Olson's framework to the AI transition. The more effective small AI-augmented teams become, the less they need large-group institutions. The team of three that replaces the department of thirty does not need a union to negotiate on its behalf. The individual builder who ships a product alone does not need a professional association to certify her competence. The small team is optimized for production, not for representation. It can build products but it cannot build the collective goods — regulation, education reform, professional standards, social insurance — that the broader population requires.

This is the small-group paradox of the AI transition: the same dynamic that makes small groups effective at producing output makes them structurally incapable of producing the institutional infrastructure that the larger population needs. The AI tool amplifies individual and small-group capability. It does not amplify collective capability. The paradox is that the technology that maximizes individual productive power minimizes collective organizational capacity. The engineer who can build anything alone has no structural need for the institutions that represent engineers as a class. But the class of engineers needs institutional representation more than ever, because the transition is restructuring the terms of their work, and the terms will be set by whoever is organized enough to participate in the negotiation.

The solution requires connecting what Olson demonstrated were fundamentally different kinds of organizational challenge. The small group's productive advantage must be preserved — it is the source of the economic value that the transition generates. The large group's representational need must be addressed — it is the mechanism by which the value is distributed and the costs are managed. Connecting these two requires institutional innovation: mechanisms that allow small, high-performing teams to participate in large-group collective action without sacrificing their productive advantages. The key insight from Olson's framework is that none of these mechanisms will emerge spontaneously. The small group has no incentive to create them, because the small group's productive needs are met by the AI tool itself. The large group has no capacity to create them, because the large group faces the free-rider problem that prevents organized action. The gap between organizational capacity and organizational need widens with each quarter. Closing it requires institutional design that is as rigorous, as innovative, and as responsive to the logic of incentives as the technology that creates the need for it. The engineering is possible. The question, as with every collective action problem Olson examined, is whether it will be undertaken before the asymmetry becomes permanent.

Chapter 9: Building the Institutional Infrastructure

The preceding chapters have established a diagnosis. The free-rider problem prevents the AI-affected population from organizing. Large-group dynamics ensure that the silent middle remains silent. The re-placed worker cannot articulate what she has lost, let alone what she needs. The Luddites disengage because engagement is irrational. Concentrated interests dominate because smallness confers organizational advantages that largeness cannot replicate. The diagnosis is precise, empirically grounded, and, taken alone, paralyzing.

This chapter turns from diagnosis to engineering. The transition from identifying why institutions fail to specifying what institutions must do to succeed is not a movement from rigor to optimism. It is the application of the same analytical framework to a different question. Olson did not merely explain collective action failure. The credential — a portable certification that employers recognize and value — would be available only to individuals who invested in the developmental process: the mentoring, the structured practice, the sustained engagement with communities of depth. The credential would have market value because employers navigating the AI transition need workers who can exercise the judgment that machines cannot provide, and a credible certification of that judgment would reduce the uncertainty that currently makes hiring decisions arbitrary. The credential would be portable, traveling with the worker across employers and borders, in a labor market where traditional markers of competence — a degree in a specific field, years in a specific role — are decreasingly reliable indicators of the capacities that matter.

The assessment challenge is non-trivial. The higher-order skills in question are precisely those that resist standardized measurement. Judgment cannot be evaluated by multiple-choice examination. Taste cannot be scored on a rubric. The assessment must involve human evaluators who themselves possess the competencies being assessed — which means the credentialing system depends on the communities of practice that the second component provides.

The second component is a network of communities of practice structured as small groups within a federated architecture. The communities would provide the developmental infrastructure that ascending friction demands: mentoring relationships between experienced practitioners and newcomers, structured collaborative learning, shared projects that develop higher-order skills through practice rather than instruction, and the social bonds that sustain commitment to depth in a landscape that rewards breadth.

Each community would be small enough to generate the visibility, reciprocity, and concentrated benefits that Olson identified as the structural advantages of small groups. The federation of communities would be large enough to achieve the political influence, resource aggregation, and knowledge-sharing that no individual community could achieve alone. Elinor Ostrom's research on governing the commons — the most important extension of Olson's framework — identified design principles that apply directly to this architecture. Clearly defined boundaries, so that members know who belongs and who does not. Proportional equivalence between contributions and benefits. Collective-choice arrangements that give members genuine voice in governance. Monitoring mechanisms that make each member's engagement visible. Graduated sanctions that impose escalating consequences for persistent free-riding, beginning with social disapproval and escalating to exclusion. Conflict resolution mechanisms that address disputes without destroying the community. These are not aspirational principles. They are empirically validated design specifications, tested across hundreds of commons governance institutions worldwide, and their application to the AI transition's collective action problems is direct.

The third component is a collective voice mechanism. The individual knowledge worker has no effective voice in the regulatory, educational, and corporate decisions that determine the terms of the transition. An organization that aggregates the perspectives of AI-affected workers into a coherent advocacy position, funded by membership dues and staffed by professional advocates, would address the asymmetry between concentrated and diffuse interests that currently ensures the technology companies dominate every institutional conversation. This risk is too large for the individual to manage alone and too systemic to be addressed by existing insurance products.
