The fraction that worries me is not the one everyone talks about.

Everyone in the AI discourse argues about percentages. What percentage of code will be AI-written by 2027. What percentage of jobs will be displaced. What percentage of GDP will shift. The numbers matter. I track them obsessively. But the percentage that keeps me up at night is one that no dashboard measures and no quarterly report contains.

It is the percentage of people who will deploy powerful tools without understanding what those tools have produced.

I described in The Orange Pill the moment I nearly published a philosophical reference that was substantively wrong — caught only because something nagged the next morning. The prose was beautiful. The connection was elegant. The reference was fabricated in a way that would have been obvious to anyone who had actually read Deleuze, and invisible to anyone who had not. I caught it because decades of wide reading had deposited enough evaluative residue to trigger a faint alarm. A less experienced author, or me on a less attentive morning, would have let it through. And it would have reached you with the full polish of competent prose wrapped around an empty center.

That near-miss taught me something no productivity metric could. The tool amplifies whatever you bring to it. Bring comprehension, you get amplified comprehension. Bring confidence without comprehension, you get amplified confidence without comprehension — and the output looks identical from the outside.

Carlo Cipolla spent fifty years in the archives of pre-industrial Europe, studying how civilizations actually function when you strip away the stories they tell about themselves. He emerged with a framework so compressed it reads like a joke: a two-by-two matrix that sorts all human action by its consequences. Benefit to self, benefit to others. The quadrant where both are negative — harm to self, harm to others, no one gains — is what he called stupidity. Not as an insult. As a diagnosis. A permanent feature of every population he studied, independent of education, wealth, or era, scaling with every technology that reduced the cost of action.

His framework was built for the printing press and the power loom. It fits the large language model with a precision that should alarm us.

This book applies Cipolla's distributional lens to the AI moment — not to replace the arguments in The Orange Pill, but to stress-test them against a pattern that has held across five centuries of technological change. The essay was later collected in Allegro ma non troppo, a slim volume that paired the stupidity laws with a mock-economic history of pepper in the Middle Ages. The tone was satirical. The content was not. Behind the deadpan humor lay fifty years of archival research into how civilizations actually function, a body of work spanning monetary policy in Renaissance Florence, public health administration in early modern Italy, and the diffusion of military technology across civilizational boundaries. The laws were not jokes dressed as scholarship. They were scholarship dressed as jokes, and the distinction matters enormously when one attempts to apply them to the most consequential technology of the twenty-first century.

The first law states that the number of stupid individuals in any population is always larger than any estimate would predict. This is not cynicism. It is an empirical regularity that Cipolla derived from decades of studying how economic decisions actually unfold across populations, as distinct from how rational-choice models predict they should unfold. The first law captures a specific failure of calibration: observers consistently undercount the frequency of actions that produce harm without corresponding benefit, because such actions are identified only retrospectively, after the damage has propagated through the system. The stupid act is recognized as stupid only once its consequences have materialized, and by that point attention has shifted from cause to effect. The population of stupid actors is therefore always larger than it appears, because the measurement instrument — retrospective identification — systematically undercounts.

The second law is the most counterintuitive and the most consequential for the analysis that follows. It states that the probability of a given person being stupid is independent of any other characteristic of that person. Education does not reduce it. Wealth does not reduce it. Professional training does not reduce it. The proportion of stupid individuals among Nobel laureates is, by Cipolla's reckoning, the same as among plumbers, farmers, or heads of state. The second law's independence condition is what makes stupidity, in the Cipolla sense, immune to every intervention that targets individual characteristics. If stupidity correlated with identifiable variables, institutional screening could reduce it. The second law guarantees that no such screening is possible.

The third law provides the definition. A stupid person is one whose actions cause damage to another person or group while producing no corresponding benefit for the actor, or even producing damage to the actor as well. This definition is precise and its precision is essential. It distinguishes stupidity from malice. A malicious actor — whom Cipolla designates a bandit — causes harm to others while benefiting himself. The bandit is rational in a narrow, socially destructive sense. The stupid actor is not rational at all. The universe of human action, in Cipolla's framework, distributes along two axes: benefit to self and benefit to others. The intelligent actor occupies the quadrant of mutual benefit. The helpless actor benefits others at cost to himself. The bandit benefits himself at cost to others. The stupid actor occupies the quadrant of mutual loss, the only quadrant in which no one gains.

The fourth law identifies the compounding mechanism: non-stupid people consistently underestimate the damaging power of stupid individuals. This underestimation is structural, not occasional. It arises because the intelligent actor projects her own capacity for means-ends reasoning onto the stupid actor, assuming that harmful behavior must serve some purpose and can therefore be anticipated. It cannot. The stupid actor's behavior is disconnected from any logic of self-interest, and this disconnection makes it unpredictable by any model that assumes rationality.

The fifth law declares the stupid person the most dangerous type of person in existence — more dangerous than the bandit, whose self-interest makes him predictable and therefore constrainable, and more dangerous than the helpless actor, who at least generates benefit on one side of the ledger. The stupid person is a pure value destroyer, and the impossibility of predicting his behavior through rational models makes him resistant to every form of institutional countermeasure that relies on incentive alignment.

These five laws were formulated in the context of human-to-human interaction. They assumed a world in which the reach of any individual's actions was constrained by the physical and institutional infrastructure through which those actions propagated. The stupid pamphleteer in seventeenth-century Italy could produce a harmful pamphlet, but the pamphlet's distribution was limited by the cost of printing, the speed of physical transport, and the literacy of the receiving population. The damage was real but bounded. The constraint was not imposed by design. It was imposed by friction — the accumulated resistance of a material world that did not move at the speed of intention.

Edo Segal's The Orange Pill identifies the central feature of the current technological moment: the collapse of friction between human intention and machine execution. When Segal describes the natural language interface as abolishing the "tax" that every previous computer interface levied on its users, he is describing the removal of a constraint that had, among its many effects, limited the reach of incompetent action. The command line was a barrier not only to capable builders who wished to create but also to incapable builders whose creations would have produced harm. The graphical interface lowered the barrier. The touchscreen lowered it further. The large language model removed it almost entirely.

The removal was celebrated, correctly, as a democratization of capability. Segal's account of what this democratization looks like in practice — the engineer in Trivandalu who built frontend features she had never attempted, the designer who implemented complete systems end to end, the twenty-fold productivity multiplier achieved in thirty days — documents a genuine expansion of human capacity that the Cipolla framework does not deny and has no interest in minimizing.

But the Cipolla framework identifies what the celebration obscures. The same removal of friction that amplified the capable engineer's productivity also amplified the reach of every actor in Cipolla's lower-left quadrant. The language interface does not screen for competence. It does not evaluate the quality of the intention it translates into action. It does not distinguish between the builder whose judgment has been refined through decades of productive struggle and the operator whose confidence exceeds his comprehension by a margin that will become visible only when the system he has built encounters a condition he cannot diagnose.

Segal asks, at the center of his argument, whether you are "worth amplifying." The question is precise, and it captures the moral stakes of the moment with an accuracy that deserves respect. But the Cipolla framework reveals the question's limitation: it is addressed to individuals, and individuals can sometimes answer it honestly. Applied to populations, the question is unanswerable in advance, because the second law guarantees that the stupid fraction cannot be identified through any characteristic other than the retrospective observation of consequences.

A technology that amplifies whatever it receives, applied to a population in which a constant and underestimated fraction of actors produce damage without corresponding benefit, will amplify damage at the same scale it amplifies capability. This is not speculation. It is arithmetic, and the arithmetic follows directly from the conjunction of Segal's amplification thesis and Cipolla's distributional laws.

The arithmetic becomes more urgent when one considers a feature of the current technology that distinguishes it from every previous amplifier in the historical record. Every previous technology was domain-specific. The printing press amplified the production of text. The power loom amplified the production of cloth. The spreadsheet amplified the capacity for calculation. In each case, the stupid actor's amplified reach was confined to the domain in which the technology operated. The stupid pamphleteer could harm the republic of letters. He could not simultaneously harm the practice of medicine, the administration of law, and the design of bridges.

The large language model is domain-general. It amplifies whatever the user describes, across every domain the user can articulate in natural language. The stupid actor with a domain-specific amplifier produces domain-specific harm. The stupid actor with a domain-general amplifier produces harm across every domain his intention — or lack of intention — can reach. The legal brief, the medical recommendation, the architectural specification, the educational curriculum: all now fall within the reach of any person who can formulate a request in conversational language, and the quality of the output is formally independent of the quality of the understanding that directed it.

This domain-generality transforms Cipolla's laws from a sardonic observation about the distribution of human competence into an urgent analysis of the distribution of human damage in an environment where the constraints that previously bounded that damage have been removed. The first law — that the number of stupid individuals always exceeds expectations — becomes more consequential when the damage each individual can produce is amplified by a domain-general tool. The second law — that stupidity is independent of every identifiable characteristic — becomes more consequential when the screening mechanisms that might have intercepted the stupid actor's output before it reached the world no longer function, because the output arrives with a surface quality indistinguishable from competent production. The fourth law — that non-stupid people underestimate the damage — becomes more consequential when the damage is concealed beneath the polished surface of machine-generated output that compiles, reads fluently, and appears structurally sound regardless of the quality of the intention that produced it.

Cipolla concluded his original essay with the observation that a society's trajectory — toward prosperity or toward decline — is determined by the relative influence of intelligent actors and stupid actors within its institutional structures. A society in which the intelligent fraction builds institutions faster than the stupid fraction can undermine them will prosper. A society in which the reverse obtains will decline. The technology does not change this calculus. It changes the speed at which it unfolds and the stakes of each outcome.

The question that the conjunction of these two frameworks — Segal's amplification thesis and Cipolla's distributional laws — forces into the center of the analysis is not whether AI is beneficial or harmful. It is whether the institutional structures that might constrain the amplification of stupidity can be built at a speed corresponding to the speed at which the technology is diffusing. The historical record, which Cipolla spent his career studying with meticulous attention to archival evidence, provides examples of both outcomes. But the historical record has never confronted a technology that diffuses this quickly, across this many domains, with this little friction between intention and consequence.

The chapters that follow will apply this framework to the specific dynamics of the current moment: the gap between access and comprehension, the typology of actors in the AI economy, the mechanisms by which stupidity scales faster than wisdom, the institutional structures that might contain the damage, and the distributional consequences that will determine who bears the cost of the transition. The framework is not optimistic. Neither is it despairing. It is diagnostic, in the tradition of a historian who believed that understanding the persistent features of human behavior was more useful than hoping those features would change.

Chapter 2: Literacy, Comprehension, and the Speed of the Gap

The history of literacy provides the most precise analogue for the dynamic that Cipolla's framework identifies as the central danger of the AI transition: the gap between access to a technology and the comprehension required to use it without producing harm. This gap has appeared at every major transition in the history of knowledge technology, and at every transition it has followed the same pattern: access expands rapidly, comprehension develops slowly, and the interval between the two is the period of maximum instability.

Cipolla's own historical work provides the evidentiary foundation. His studies of pre-industrial Europe documented with archival precision how technologies of knowledge — writing, printing, double-entry bookkeeping, the mechanical clock — diffused through populations at speeds determined not by the technology's inherent capability but by the institutional infrastructure that surrounded it. The technology provided the potential. The institution determined the realization. The gap between the two was where the damage concentrated.

When writing first appeared in Mesopotamia around 3200 BCE, it was a technology of accounting, not communication. The earliest written records are inventories: grain quantities, livestock counts, land measurements. The people who could produce and interpret these records constituted a class whose power derived from their monopoly on the technology. The scribe was a gatekeeper, and the gate he kept separated raw information from organized knowledge. The population's access to writing was near zero. The comprehension of those who had access was, by the nature of their training, adequate to the technology's demands. The gap between access and comprehension was narrow, because the institutional barriers to access — years of scribal training, guild restrictions, the physical scarcity of writing materials — functioned as a filter that admitted only those whose comprehension met a threshold.

The alphabet, which appeared in the Levant around 1000 BCE, reduced the number of symbols from several hundred to a few dozen, lowering the threshold of entry by an order of magnitude. Access expanded. Comprehension did not expand at the same rate. A larger population could now decode written text, but the ability to decode is only the most rudimentary form of literacy. The ability to evaluate what one reads — to distinguish a reliable account from a motivated distortion, to identify the interests behind a document, to recognize the assumptions embedded in a legal or commercial text — remained the province of a much smaller group. The gap widened. Cipolla's work in Literacy and Development in the West traces what followed with characteristic empirical precision. Literacy rates rose, but unevenly — varying by class, region, gender, and the density of institutional support. A city with schools, a tradition of commercial record-keeping, and economic incentives for reading produced higher literacy rates than a rural district with none of these institutional features. The technology was identical in both locations. The institutional context was not. The institutional infrastructure that eventually bridged the comprehension gap — the expanded university system, the formalized curriculum, the development of peer review, the editorial function in publishing — matured over the course of the sixteenth and seventeenth centuries. The interval was measured in generations. During that interval, the gap between access and comprehension produced consequences that Cipolla documented in his studies of early modern public health and monetary policy: populations that could read but could not evaluate consumed medical quackery, conspiracy theories, religious demagoguery, and financial fraud at scales that the manuscript era could not have supported. The printing press did not merely democratize access to knowledge. It democratized access to nonsense with equal efficiency, because the technology was indifferent to the quality of the content it reproduced.

Segal describes the natural language interface as abolishing the translation barrier between human intention and machine execution. The description is accurate, and the significance of the abolition should not be understated. Before the large language model, using a computer to produce sophisticated output required fluency in a language the machine could parse — a programming language, a query syntax, a structured command set. This requirement functioned, inadvertently, as a comprehension filter. The person who could write the code had, by virtue of the training required to write it, developed some understanding of what the code would produce. The understanding was imperfect and the filter was porous, but the friction of the interface imposed a minimum threshold of engagement with the system's logic.

The language interface removed this filter. A person who has never written a line of code can now produce working software through conversation. A person who has never studied law can produce a legal brief. A person who has never trained in medicine can produce a differential diagnosis. The access barrier has collapsed. The comprehension barrier has not.

The gap between access and comprehension is now wider than at any previous technological transition, and it is widening faster, because the technology is diffusing at a speed that compresses the access expansion into months while the comprehension development remains constrained by biological and institutional timescales that cannot be compressed correspondingly. A person cannot be made wise in a month. The evaluative capacity that distinguishes a competent physician from someone who can operate a medical AI, or a competent lawyer from someone who can prompt a legal AI, or a competent engineer from someone who can describe a system in natural language, is built through years of productive struggle with the domain's actual material. That struggle deposits, layer by layer, the understanding that allows the practitioner to evaluate the quality of any output, including the output of an AI tool.

The AI tool's output arrives with a surface quality that is independent of the comprehension that directed it. The code compiles regardless of whether the person who prompted it understands why it compiles. The legal brief cites relevant cases regardless of whether the person who generated it has read those cases. The medical recommendation follows clinical logic regardless of whether the person who requested it can evaluate the clinical reasoning. This independence of surface quality from underlying comprehension is the feature that makes the current gap more dangerous than any previous gap, because it renders the gap invisible. The superficial indicators of competent production are present. The comprehension that would make the production genuinely competent is absent. And the absence cannot be detected by anyone who does not possess the comprehension whose absence is in question.

Cipolla's first law states that the number of stupid individuals is always larger than any estimate predicts. Applied to the comprehension gap, the law implies that the number of practitioners operating with amplified capability and diminished understanding is larger than any observer would estimate, because the smooth output conceals the deficiency. The practitioner appears competent. The output appears sound. The gap is invisible until it produces consequences, and the consequences, as in every previous technological transition, materialize only when the system encounters conditions that require the understanding the gap represents the absence of — when the code fails in a way the developer cannot diagnose, when the legal argument encounters a counter-argument the lawyer cannot evaluate, when the clinical recommendation proves wrong in a way the physician cannot detect.

The institutional response to the printing press gap took generations. The institutional response to the AI gap has a window measured in years at most. Educational institutions, which bear the primary responsibility for bridging the gap between access and comprehension, are adapting at the pace that educational institutions have always adapted — slowly, conservatively, through processes of curriculum review and pedagogical development that operate on timescales of decades. The mismatch between the technology's diffusion speed and the institutional response speed is the most dangerous feature of the current transition, and the historical record provides no precedent for closing such a mismatch at the speed the situation demands.

Whether the gap can be closed in time is an empirical question that the evidence available in 2026 cannot yet answer. What the evidence can support is a conditional prediction grounded in the pattern Cipolla's historical work identified across five centuries of technological change: if the institutional infrastructure that bridges the comprehension gap is built in time, the transition will follow the long-term trajectory of expansion that every previous transition has eventually produced. If it is not, the interval between the technology's diffusion and the institution's maturation will be characterized by the specific instability that amplification without comprehension always produces — damage at scale, produced by actors who cannot perceive the damage they produce because they do not understand the systems they operate.

Chapter 3: The Four Quadrants and the Builder

Cipolla's framework organizes the universe of human actors not by their intentions, which are unreliable, nor by their credentials, which the second law renders irrelevant, but by the consequences of their actions along two dimensions: the effect on the actor and the effect on others. The resulting matrix produces four types, and each maps onto a distinct pattern of behavior in the economy of artificial intelligence with a specificity that the original framework, designed for human-to-human interaction, was never intended to provide but provides nonetheless.

The intelligent actor occupies the quadrant of mutual benefit. Her actions produce advantage for herself and for others simultaneously. This is not altruism, which may sacrifice self-interest for the benefit of others. It is alignment — a condition in which the actor's self-interest and the community's interest run parallel, either through temperament, through institutional design, or through the specific circumstances of a situation that rewards cooperation. In Cipolla's historical studies, the intelligent actor appears as the merchant whose profitable trade enriches the communities at both ends of the route, the public health administrator whose effective quarantine protects the population while advancing his career, the banker whose sound lending practices serve both his depositors and his own balance sheet.

In the AI economy, the intelligent actor is the practitioner who uses the tool while maintaining the comprehension required to evaluate its output. She allows the machine to handle implementation while retaining the judgment layer that directs the implementation toward productive ends. She reviews the code the tool generates with the evaluative capacity that her expertise has built. She catches the errors that the polished surface conceals. She benefits — her productivity increases, her reach expands, her capacity to attempt ambitious work grows — and her clients, colleagues, and community benefit correspondingly, because the expanded output is directed by the understanding required to ensure its quality.

Segal's account of the Trivandalu training documents intelligent actors in action. The senior architect who discovered that AI stripped away the implementation labor consuming eighty percent of his career, revealing the judgment layer beneath as the component that actually mattered, is operating in the intelligent quadrant. His self-interest — the acceleration of his work, the expansion of his capability — aligns with the interest of the organization and its users, because his judgment ensures that the accelerated output meets the standards that uncomprehended output cannot meet. The tool did not replace his expertise. It removed the mechanical substrate that had been consuming his expertise's bandwidth, leaving the expertise itself more potent and more visible.

The bandit occupies the quadrant of asymmetric benefit. His actions produce advantage for himself at cost to others. The bandit is rational in a narrow sense — his behavior follows the logic of self-interest — and this rationality makes him predictable. A bandit can be understood, anticipated, and constrained through institutional mechanisms that alter his incentive structure. Tax collectors in Renaissance Italy, whom Cipolla studied with particular attention, were frequently bandits in the precise technical sense: they enriched themselves through mechanisms that impoverished the communities they administered. But because their behavior followed the logic of extraction, it could be anticipated and constrained — imperfectly, but systematically — through oversight, rotation of office, and the threat of punishment.

In the AI economy, the bandit is the actor who deploys the technology to extract value from populations that cannot evaluate or resist the extraction. Deepfake technology used for fraud. Algorithmic manipulation designed to exploit cognitive biases. AI-generated content deployed at scale to capture attention, advertising revenue, and data from users who cannot distinguish the generated material from human-produced work. The Research Society of Australia, in a 2023 analysis that explicitly applied Cipolla's quadrant to artificial intelligence, proposed the concept of "Artificial Banditry" as the harmful counterpart of Artificial Intelligence — systems deployed for the benefit of their operators at the measurable expense of their subjects.

The bandit is dangerous but manageable, because his rationality provides a handle for institutional intervention. Alter the incentive structure, and the bandit's behavior adjusts correspondingly. This is why regulatory frameworks, however imperfect, can constrain AI banditry: the fine, the liability, the reputational cost change the bandit's calculation. The bandit does not need to become virtuous. He merely needs to find virtue more profitable than extraction, and institutional design can, at least in principle, produce that condition.

The helpless actor occupies the quadrant of asymmetric cost. His actions produce benefit for others while imposing cost on himself. He is not stupid — his actions generate value — but the value flows away from him. In Cipolla's historical work, the helpless actor appears as the peasant whose surplus grain enriches his lord, the artisan whose innovation benefits the merchant who commissions it, the worker whose productivity is captured by the owner of the means of production. Helplessness is a structural condition, produced by the distribution of power within a given institutional arrangement, not a cognitive failing.

In the AI economy, the helpless actor is the skilled professional whose expertise has been commoditized by the technology. The senior software architect whom Segal quotes — the man who spent twenty-five years building systems and who could feel a codebase the way a doctor feels a pulse — is, in Cipolla's framework, potentially transitioning from intelligent to helpless. His expertise has not become incorrect. It has become economically marginal. The tool can approximate, in minutes, work that his expertise took years to develop. The approximation satisfies most of the market most of the time. His deeper understanding generates value — the code it would have produced would be more robust, more maintainable, more elegant — but the value differential is not large enough to command the premium his expertise previously enjoyed. He produces benefit for others, through the standard of quality his work maintains, while bearing the cost of a market that no longer pays for that standard.

The helpless actor also appears as the user whose interaction with AI tools generates data that flows to the technology's producers.
