The term I almost scrolled past was coined in 1891.

Collective bargaining. Two words that sound like they belong in a civics textbook you left on a bus in high school. Two words that carry zero voltage in a room full of builders arguing about context windows and inference costs and twenty-fold productivity multipliers. I nearly dismissed them. I am glad I did not.

Beatrice Webb gave that concept its name. She also gave us something harder to summarize — a method. She went to where work was actually performed. She sat at the workbenches. She recorded the temperature of the room, the quality of the light, the arithmetic of piece rates that guaranteed exhaustion without guaranteeing subsistence. She did not theorize about labor from a lectern. She disguised herself as a seamstress and stitched trousers in the East End of London so she could see what the conditions actually were, not what anyone claimed they were.

That method is what the AI discourse is missing.

I have sat in rooms where trillion-dollar decisions about workforce transformation were made by people who had never watched a junior developer's face when she realizes the skill she spent five years building can now be performed by a tool that costs a hundred dollars a month. I have been in those rooms. I have been one of those people. Webb would have told me to get out of the room and go look.

Her core insight is deceptively simple: technology does not determine the conditions of work. Institutions do. The same sewing machine that created the sweated workshop also created the regulated factory. The technology was identical. The institutional arrangements around it were different. And the arrangements made all the difference.

That insight lands differently when you are living through the fastest technological transition in human history. The tools I describe in The Orange Pill are extraordinary. What Webb forces me to confront is that extraordinary tools deployed inside an institutional vacuum produce extraordinary suffering alongside extraordinary capability. The river does not govern itself. Someone has to build the dams.

This book is not a detour from the arguments in The Orange Pill. It is the foundation beneath them. Every claim I made about ascending friction, about the beaver's responsibility, about the democratization of capability — all of it assumes that institutions will emerge to ensure the gains are shared and the costs are borne justly. Webb spent her life building those institutions. She investigated, designed, advocated, and refused to stop. The AI moment demands that her successors do the same.

Read her not because she predicted AI. She did not. Read her because she understood, with a precision that remains unsurpassed, what happens to human beings when powerful new tools arrive and no one builds the structures to protect the people those tools displace.

About Beatrice Webb

1858-1943

Beatrice Webb (1858–1943) was a British social reformer, economist, and political activist who, together with her husband Sidney Webb, transformed the study of labor and social policy in the English-speaking world. Born Martha Beatrice Potter into a wealthy industrialist family, she rejected the expected path of Victorian womanhood to pursue empirical social investigation, embedding herself in London's East End workshops to document the conditions of sweated labor firsthand. She coined the term "collective bargaining" in 1891, co-authored foundational works including The History of Trade Unionism (1894) and Industrial Democracy (1897), and co-founded the London School of Economics in 1895 and the New Statesman in 1913. Her 1909 Minority Report on the Poor Laws laid the intellectual groundwork for the British welfare state, influencing William Beveridge's landmark 1942 report. Chapter 1: The Condition of the Digital Working Class

Beatrice Webb spent the early years of her intellectual life doing what most social reformers of her generation refused to do: she went and looked. In 1888, she disguised herself as a trouser hand named Miss Jones and took work in a sweated workshop in the East End of London, stitching garments alongside women whose conditions she intended to document with the precision of a naturalist. The notebooks she kept during those investigations remain among the finest examples of empirical social research in the English language — meticulous, unsentimental, attentive to the particular rather than the general. She recorded not abstractions about poverty but the specific temperature of the room, the quality of the light, the pace at which the women's fingers moved, the arithmetic of piece rates that guaranteed exhaustion without guaranteeing subsistence. She understood that conditions described vaguely are conditions that persist indefinitely.

Webb's investigation of the sweated trades revealed a world organized around a specific set of structural relationships: the middleman who distributed work to individuals labouring in isolation, the absence of any collective mechanism for establishing fair terms, the systematic externalization of costs onto workers who bore the risks of illness, equipment, workspace, and fluctuating demand without any compensating security or power. The workers she observed were not unskilled. Many possessed extraordinary dexterity and craft knowledge. What they lacked was not competence but organization — not individual capability but collective voice. Their isolation was the source of their exploitation, and their exploitation was made possible by an economic system that treated their labour as a commodity whose price should be determined by the unregulated interaction of supply and demand.

The knowledge workers most affected by artificial intelligence in the present moment find themselves in a condition that Webb would have recognized immediately. The software engineer whose implementation work has been absorbed by large language models, the graphic designer whose production tasks have been automated by image generation systems, the copywriter whose output can now be produced in seconds by a machine that never tires, never negotiates, and never demands health insurance — these workers are the digital equivalents of the handloom weavers whose wages collapsed by ninety percent between 1800 and 1830. They are highly skilled, individually powerless, and institutionally unprotected. The discourse surrounding their situation oscillates between utopian celebration and apocalyptic dread, and both poles share a common deficiency that Webb would have identified at once: they have not looked. They have not observed, with empiricism and patience, what is actually happening to the conditions of work.

Webb's most important contribution to the understanding of technological disruption was a single, devastating insight: the conditions of work are not determined by technology alone but by the institutional arrangements within which technology is deployed. The sewing machine did not, by itself, create the sweated workshop. The sweated workshop was created by a specific combination of technological capability, market structure, absence of regulation, and the atomization of workers who laboured in isolation and competed against one another for diminishing wages. The same sewing machine, deployed within a factory where workers were organized and where minimum standards were enforced, produced entirely different conditions. The technology was identical. The institutions were different. And the institutions made all the difference.

This insight — that technology is a necessary but not sufficient condition for the arrangements of work that actually emerge — has been almost entirely absent from the discourse about artificial intelligence. That discourse has been dominated by questions about capability: What can the technology do? How fast is it improving? Which tasks will it absorb next? These questions are important, but they are radically incomplete. They treat the technology as though it operates in an institutional vacuum, as though the effects of AI on work are determined by the technology's capabilities rather than by the human arrangements within which those capabilities are deployed. Webb would have recognized this as the same error committed by the laissez-faire economists of her day when they treated wages as the natural outcome of market forces, ignoring the institutional structures — or the absence of institutional structures — that determined whether market forces produced prosperity or misery.

The Orange Pill, by Edo Segal, represents one of the more significant attempts to examine what the AI transition actually means for the people living through it. The text is remarkable for its honesty about the experience of working with AI tools: the exhilaration, the vertigo, the compulsion, the fear that the ground is shifting beneath one's feet faster than one can adapt. Segal's concept of the "ascending friction" — the observation that each technological abstraction removes difficulty at one level and relocates it to a higher cognitive floor — is acute. But it describes only one dimension of the transformation. Ascending friction does not distribute itself evenly across the workforce. Those who already operate at the higher cognitive floors will find that AI amplifies their capabilities enormously. Those who were still developing these higher-order competencies, or who depended primarily on the lower-level skills that AI has absorbed, will find themselves stranded on a floor that no longer exists.

This is the condition of the digital working class, and it cannot be addressed by individual adaptation alone. The prescriptions of the market — reskill, adapt, embrace the new technology — are as inadequate in 2026 as they were in 1897. The displaced programmer cannot reskill without economic support during the transition. She cannot adapt without institutional guidance about what to adapt toward. She cannot embrace the new technology without assurance that the embrace will provide a sustainable livelihood. These are not individual failures of resilience or imagination. They are structural conditions that require structural responses — the kinds of responses that Webb spent her career designing and advocating for.

Webb's early investigations also revealed the phenomenon she and Sidney Webb later termed the "parasitic trade" — an industry that survived not by creating value through efficiency or innovation but by paying wages below the cost of subsistence, effectively requiring society to subsidize its workers through charity, poor relief, or the unpaid labour of family members. The platform that pays content creators by the piece at rates that would not sustain a livelihood even if they worked every waking hour, the marketplace that auctions knowledge work to the lowest global bidder, the gig economy that strips every protection from the individual worker and calls the result freedom — these are parasitic trades in precisely the sense the Webbs defined. They survive not by creating value but by externalizing cost, shifting the burden of insecurity, training, health, and retirement onto the worker and the public. AI does not create this parasitism, but it makes it more efficient. The amplifier amplifies the parasitism along with everything else. Feed it a business model built on the exploitation of isolated workers, and it will produce exploitation at scale.

The celebration of the solo builder, which runs through much of the contemporary discourse about AI, conceals a reality that Webb would have recognized as a modern form of outwork. The outworker of the nineteenth century was nominally independent — she owned her sewing machine, she worked in her own home, she accepted or rejected work as she chose. In practice, she was dependent on the middleman who controlled access to the market, she competed against other outworkers in a race to the bottom, and her nominal independence masked an actual powerlessness more extreme than that of the factory worker who at least had colleagues with whom to organize. The structural relationship — individual producer, isolated from peers, competing in a market where the terms are set by platforms and clients rather than by any collective mechanism — persists in the digital economy with remarkable fidelity.

The tempo of the AI transition compounds every structural vulnerability Webb identified. Previous technological transitions, however painful, unfolded over decades — sometimes over generations — providing time, however inadequate, for institutional responses to emerge. The printing press took centuries to transform European intellectual culture. The industrial revolution unfolded over more than a century. The AI transition is occurring within years, and in some domains within months. The institutional arrangements that took decades to develop in response to industrialization — trade unions, factory acts, minimum wage laws, social insurance — must be conceived and implemented in a fraction of the time, or the window of opportunity will close before the arrangements are in place.

Webb would not have been surprised by any of this. She would have been surprised if it had not happened. Her entire body of work demonstrated that unregulated markets, left to their own devices, produce predictable patterns of exploitation — not because the participants are malicious but because the structure rewards certain behaviours and punishes others. The employer who pays the lowest wages and provides the fewest protections has a competitive advantage over the employer who pays fair wages and maintains decent conditions. Unless a floor is established — a minimum standard below which conditions cannot fall regardless of competitive pressure — the market will drive conditions downward until they reach the level that the most desperate workers are willing to accept. This is not a market failure in the technical sense. It is the market working exactly as it works when there are no countervailing institutions to redirect its operation toward humane outcomes.

The question that Webb's framework poses to the AI moment is therefore not whether artificial intelligence will transform work — it will, and is already doing so — but what institutional arrangements will determine the terms of that transformation. Will the gains of AI be captured by a narrow segment of the population while the costs are borne by the majority? Or will institutions emerge that distribute both the gains and the costs in ways that sustain human dignity and promote broad-based prosperity? The technology is extraordinary. The institutional response is inadequate. The gap between the two is where the suffering occurs, and it is in this gap that Webb's work acquires its most urgent relevance.

Chapter 2: The Method of Observation and the Unseen Costs

Webb's method of social investigation was deceptively simple in its formulation and revolutionary in its implications. She went to where work was performed. She observed what workers actually did. She recorded the conditions under which they did it. She traced the institutional structures that determined whether those conditions improved or deteriorated. She and Sidney called this the method of direct observation combined with documentary analysis, and they deployed it with a rigour and a patience that transformed social research from a branch of moral philosophy into something approaching a science of society.

The method embodied a philosophical commitment that Webb articulated repeatedly throughout her career: that social phenomena cannot be understood from above — from the perspective of the theorist or the policymaker — but must be understood from within, from the perspective of the people whose lives are shaped by the phenomena under investigation. When Webb investigated the sweated trades, she did not rely on parliamentary reports or the testimony of factory inspectors. She went into the workshops herself. She sat at the workbenches. She observed the pace of work, the quality of the light, the temperature of the rooms, the demeanour of the workers, the behaviour of the employers. She asked questions, but she also watched, because she understood that people do not always know — or cannot always articulate — the conditions that shape their experience. The gap between what workers said about their conditions and what observation revealed about those conditions was itself a datum of the highest importance, because it indicated the degree to which the workers had internalized the assumptions of the system within which they laboured.

This methodological commitment has a direct and urgent application to the investigation of AI's impact on work. The dominant accounts of that impact are produced almost exclusively from above — by technology executives, venture capitalists, management consultants, and academic researchers who study AI from the perspective of organizational strategy rather than worker experience. These accounts are not without value, but they share a systematic limitation: they describe what AI does to organizations without attending to what AI does to the people within those organizations. An organization may report increased productivity, faster time to market, and reduced labour costs, while the individuals within that organization experience intensified work, diminished autonomy, erosion of craft knowledge, and chronic anxiety about their continued relevance. Both descriptions may be accurate, but they describe different phenomena, and the policies that would address each are fundamentally different.

What would it mean to apply Webb's method to the AI transformation? It would mean going to the workplaces where AI tools are actually being deployed and observing what happens when a knowledge worker sits down at a terminal augmented by a large language model. Not what the worker says happens in a survey, but what the observer can see happening: the pattern of interactions between the worker and the tool, the moments of fluency and the moments of friction, the tasks delegated to the machine and those retained by the human, the expression on the worker's face when the machine produces something she could not have produced alone — and the different expression when the machine produces something that makes her feel redundant.

The Berkeley study documented in The Orange Pill — the eight-month investigation by Xingqi Maggie Ye and Aruna Ranganathan that embedded researchers inside a two-hundred-person technology company — is the closest approximation to Webbian field investigation that the AI discourse has yet produced. Its findings are instructive precisely because they diverge from the narrative that both triumphalists and doomsayers prefer. The researchers found that AI did not reduce work. It intensified it. Workers who adopted AI tools worked faster, took on more tasks, expanded into areas that had previously been someone else's domain. They found that work seeped into pauses — employees prompting on lunch breaks, filling one-minute gaps with AI interactions, converting every moment of cognitive rest into a moment of production. They found that multitasking became the norm, fracturing attention even as output increased.

Webb would have recognized these findings as confirmation of a pattern she had documented a century earlier: that technological innovations which increase the productivity of individual workers do not, in the absence of institutional intervention, reduce the burden of work. They increase it. The piece-rate worker who acquired a faster sewing machine did not work fewer hours. She produced more garments in the same hours, or the same number in fewer hours while the middleman found additional work to fill the time freed. The logic is structural, not psychological. When the capacity for output expands and no institutional mechanism limits the demand for output, the demand expands to consume the capacity. The Berkeley findings are not a surprise. They are a confirmation.

Webb's method would also require attention to what is not measured — the analyses not conducted, the questions not asked, the data not collected. No major technology company publishes detailed data on the impact of AI deployment on the mental health, job satisfaction, and economic security of its workforce. No government agency systematically tracks the occupational displacement caused by AI adoption in the way that agencies track unemployment caused by trade policy or recession. This absence of data is itself a datum of the highest importance, because it indicates the degree to which the institutions responsible for governing the AI transition have chosen not to look at the consequences they have the power to measure but prefer not to see.

The Webbian method also demands disaggregation — the insistence on examining different populations of workers separately rather than averaging their experiences into a single statistic. The aggregate may show that AI increases productivity and creates new jobs. The individual worker may find that her productivity gains have been captured by her employer and that the new jobs require skills she does not possess and cannot acquire without support she does not have. A senior architect at a major technology company experiences the AI transition very differently from a junior developer at the same company, who experiences it very differently from a freelance coder working through an online platform, who experiences it very differently from the administrative assistant whose email correspondence is now drafted by a chatbot. Each of these workers is affected by the same technology, but the institutional arrangements within which they encounter it — their employment contracts, their access to training, their membership in professional organizations, their economic cushions — produce radically different experiences.

The meaningfulness of an average depends on the homogeneity of the population being averaged, and the population of workers affected by AI is anything but homogeneous. Webb would have insisted on investigating each segment separately, attending to the specific conditions that shape each segment's experience, and resisting the temptation to generalize from the experience of the well-positioned builder to the experience of the displaced clerk.

There is a further dimension of the Webbian method that has special relevance to the AI moment: the examination of documentary evidence not merely for what it states but for what it assumes. Webb understood that the official documents produced by organizations reveal not only what those organizations do but how they think about what they do. Applied to the AI transition, this means examining the communications that accompany deployment: the all-hands meetings at which AI adoption is announced, the training materials provided to workers, the performance reviews that incorporate AI-related metrics. Each of these documents encodes assumptions about the relative value of human and machine contributions, about what workers are owed during periods of transition, and about what they must accept as the price of remaining employed.

The narrative embedded in these documents is remarkably consistent across organizations and industries: AI is an opportunity, adaptation is the worker's responsibility, those who embrace the technology will thrive, and those who resist it will be left behind. Webb would have recognized this narrative as the contemporary equivalent of the laissez-faire ideology she spent her career contesting — the insistence that economic outcomes are the natural product of individual choices, and that the structural conditions shaping those choices are either invisible or irrelevant. The narrative locates responsibility for the transition in the individual worker, not in the institutions that deploy the technology or the society that permits the deployment. It is a narrative that serves the interests of those who benefit from the institutional vacuum, and it will persist until countervailing narratives — grounded in evidence, informed by the actual conditions of work, and supported by institutional power — emerge to contest it.

Chapter 3: Collective Bargaining in the Age of the Algorithm

The term "collective bargaining" was coined by Beatrice Webb in 1891. It is among the most consequential acts of naming in the history of political economy. Before Webb gave the practice a name, the negotiation between organized workers and their employers existed as a set of ad hoc practices without theoretical coherence or legal recognition. By naming it, Webb made it visible as a principle — a mechanism through which the conditions of work could be determined by negotiation rather than imposition, and through which the structural asymmetry between the individual worker and the employer could be counterbalanced by the collective power of organized labour. The concept entered British law, shaped the Trade Disputes Act of 1906, informed the development of labour relations in every industrial democracy, and remains, one hundred and thirty-five years after Webb articulated it, the single most effective institutional mechanism through which workers exercise voice over the conditions of their employment.

The relevance of collective bargaining to the AI moment is not merely theoretical. It is the frontline. In 2023, the Writers Guild of America conducted a 148-day strike in which the regulation of generative AI was among the central demands. The resulting agreement established that AI-generated material could not be considered literary material under the contract, that a writer could not be required to use AI tools, and that AI output could not be used to undermine a writer's credit or compensation. The agreement did not ban AI from the entertainment industry. It established the terms on which AI would be permitted to operate — and it established those terms through the mechanism that Webb had identified as the foundation of industrial democracy: collective negotiation between organized workers and their employers.

The WGA agreement was not an isolated case. In 2023, the Las Vegas Culinary Workers Union negotiated a collective bargaining agreement with major casinos that required advance notice of AI implementation, provided the opportunity to bargain over the terms of deployment, and guaranteed severance pay, continued benefits, and recall rights to workers displaced by automation. The International Longshoremen's Association negotiated protections against port automation. The AFL-CIO adopted a comprehensive set of principles for AI in the workplace, declaring that "the adoption of new technology in a workplace should be negotiated by labor and management to make sure it makes work better, respects labor rights, minimizes harm to the workforce, and is developed and deployed through genuine labor-management collaboration." In each case, the mechanism was collective bargaining — the concept Webb named, the practice she theorized, the institution she spent her career defending.

These examples confirm what Webb argued throughout her career: that the conditions of work during periods of technological disruption are not determined by the technology but by the institutional arrangements through which the technology is deployed, and that collective bargaining is the most effective institutional arrangement for ensuring that those conditions serve the interests of workers as well as employers. The technology companies that are deploying AI without consulting the workers affected by that deployment are not discovering a new economic principle. They are reverting to the arrangement that prevailed before collective bargaining existed — the arrangement in which the employer unilaterally determined the conditions of work and the worker's choice was limited to acceptance or departure.

Webb and Sidney identified three fundamental methods by which unions pursued their objectives: mutual insurance, collective bargaining, and legal enactment. Each faces distinctive challenges in the AI economy. Mutual insurance — the pooling of resources to provide for one another during periods of unemployment, illness, or industrial dispute — is complicated by the fragmentation of the digital workforce. The gig worker, the freelance developer, the contract designer does not belong to a stable community of fellow workers who share a workplace, an employer, and a set of occupational interests. Yet the need for mutual insurance is, if anything, greater than it was in the industrial age, because the risks of displacement are more sudden and more unpredictable.

Collective bargaining faces a more fundamental challenge still. The traditional model assumes a clearly defined relationship between an employer and a group of employees who perform identifiable work within a shared institutional context. The AI economy is dissolving each of these elements. The employer may be a platform rather than a firm, the workers may be contractors rather than employees, the work may be performed remotely and asynchronously, and the occupational categories within which bargaining traditionally occurs may be blurred beyond recognition by the fluidity of AI-augmented work. When a single individual can perform the work that previously required a team of specialists — when the boundaries between software development, design, copywriting, and project management become porous — the basis for occupational solidarity becomes unclear.

But the principle underlying collective bargaining — that the terms of work should be negotiated rather than imposed — can be embodied in institutional forms that do not depend on the traditional employment relationship. Platform cooperatives, in which the workers who use a platform collectively own and govern it, represent one such form. Professional standards bodies, which establish qualifications and ethical standards for practitioners regardless of their employment status, represent another. Digital guilds, which bring together practitioners of related skills for purposes of mutual support, knowledge sharing, and collective advocacy, represent a third.

Legal enactment remains the most powerful method. Webb and Sidney argued that the minimum standard — the floor below which conditions cannot fall regardless of competitive pressure — was the foundation of industrial democracy, because it removed the worst conditions of work from the arena of competition. When all employers were required to meet the same minimum standards, competition shifted from the degradation of labour to the improvement of products, processes, and organization. The result was not the economic stagnation that the laissez-faire economists predicted but a dynamic of continuous improvement that benefited employers, workers, and consumers alike.

The minimum standard for the AI economy must be established through the same mechanism — democratic legislation informed by empirical investigation — but it must address conditions that the industrial minimum standard was not designed to encompass. It must address the cognitive conditions of work: the degree of creative autonomy the worker retains, the opportunities for skill development, the limits on the intensity and duration of AI-augmented labour. These are not luxuries. They are the cognitive equivalents of the factory safety regulations that Webb helped to establish — protections against forms of degradation that are no less real for being mental rather than physical.

Webb would have noted that the resistance to collective organization in the AI economy is not new in its structure, only in its idiom. The employers of the sweated trades argued that organization was unnecessary because the outworker was an independent contractor, free to accept or reject work as she chose. The technology platforms argue that organization is unnecessary because the gig worker is an independent entrepreneur, free to set her own hours and choose her own projects. The argument is structurally identical: nominal independence is invoked to justify the absence of collective protection, disguising actual dependence as actual freedom.

The global dimension of the challenge adds a layer of complexity that Webb would have recognized, though the scale far exceeds anything she confronted. A company headquartered in San Francisco can deploy AI tools that displace workers in Bangalore, Berlin, and Buenos Aires simultaneously, and the institutional frameworks that might protect those workers are fragmented along national lines that the technology effortlessly transcends. Webb supported the establishment of the International Labour Organization as a mechanism for coordinating labour standards across national borders. The AI economy requires an analogous mechanism — an international framework that prevents the global race to the bottom while respecting the diversity of national circumstances. The construction of such a framework is politically formidable, but the alternative is a fragmented regulatory landscape that enables technology companies to evade labour protections by routing work through jurisdictions where those protections do not apply.

The history of collective bargaining, as the Webbs documented it, is a history of creative institutional response to changing economic conditions. The early craft unions were adapted to an economy of small workshops and skilled artisans. The industrial unions were adapted to an economy of large factories and semi-skilled operatives. Each new form emerged in response to conditions that the previous form was not designed to address, and each represented a creative application of the principle of collective voice to novel circumstances. The AI transition calls for another such creative application, and the urgency of the call is proportional to the speed of the transformation. The concept Webb named in 1891 is now the twenty-first century's frontline defence against algorithmic management. The forms will change. The principle endures.

The barriers between occupations were, in many cases, not the natural boundaries of distinct forms of competence but the artificial products of credentialism, guild protectionism, and organizational inertia.
